Bid Description:
The Town of Wardsboro is seeking project manager services to support the town in developing and implementing municipal building improvement plans related to the Municipal Energy Resilience Program (MERP) funded by the State office of Buildings and General Services (BGS) through Act 172 (2022).

Duties to include, but are not limited to: assist with the bidding process; become familiar with and oversee the project schedule and budget; obtain the necessary permits required for the project, perform on-site observations during the active construction phase; monitor the construction schedule; maintain project records, including correspondence, contract documents, change orders, construction change directives, reports of meetings, shop drawings, product data and similar submittals; review applications for payment and forward them to the municipal representative with recommendations for disposition; facilitate communication between the contractor and municipality; provide regular updates to the municipality; and attend occasional select board meetings as requested by the municipality.

The town has received $468,930.60 in grant funds for HVAC, envelope, lighting, battery backup, EVSE, and ADA upgrades to five town buildings.

Successful candidates must ensure that work on projects covered under the MERP grant begins before March 31, 2026, and is completed by December 31, 2026.

The project manager must comply with any and all applicable laws, statutes, ordinances, rules, regulations and requirements of federal, state and local governments and agencies which relate to, or in any manner affect, the performance of the agreement signed by the selected project manager.

Sealed bids for the project known as “Wardsboro MERP Project Manager” from contractors must be received by 5pm, on August 12, 2025. Bids may be submitted electronically as a PDF to the Town Clerk at wardsboro.townoffice@gmail.com or may be submitted to the Wardsboro Selectboard, 71 Main St., P.O. Box 48, Wardsboro, Vermont 05355 and marked in the lower lefthand corner: “Wardsboro MERP Project Manager.”
