Multiple Award Task Order Contract for Resilient Architect-Engineer Services (RAES)



AE Community – In FY24, we issued a sources sought under the name “AENETZERO,” which referenced Executive Order (EO) 14057. However, as this EO has been rescinded, we have revised this Architect-Engineer (AE) requirement to align with the Administration’s current objectives. We have also updated the name of the program from “AENETZERO” to the reduced/adjusted scope that reflects “Resilient AE Services (RAES)” The previous sources sought included a number of objectives, and as a result of the recission to EO 14507, a few of those objectives no longer apply and thus are not included in the RAES program. However, other objectives remain and will continue to be part of the RAES program. The sources sought (attached) mirrors the sources sought that we published with AENETZERO, but removes objectives that were directly associated with EO14057.





The specific objectives removed from Paragraph 4) of the previous sources sought, include the following (note that sub-paragraph j is modified, rather than fully deleted, such that the underlined/italicized words are removed):



a) Design for Net Zero buildings. A Net Zero building is a building where, as defined in EO 14057, Scope 1 and Scope 2 greenhouse gas (GHG) emissions from all building energy use are equal to zero on an annual basis.



d) Design of the electrification of standard building operation, including domestic heating, production of hot water, laundry, cooking, and other equipment.



h) Design for the use of low embodied carbon materials.



j) Design for deep energy retrofits as defined in EO 14057 Implementing Instructions.



As a result of these changes, we are opening up this sources sought again to see if there are any additional, interested, AE Firms that did NOT respond to the AENETZERO sources sought, and that have the experience outlined in the attached sources sought document. If your firm already responded to the AENETZERO sources sought, please do not respond again unless you have changes you feel would enhance your previous response, as we already have input on the remaining objectives described in that response. If interested, please review the full contents below and respond accordingly by 12:00 Noon, Central Time on Monday, March 24th, 2025 to the individuals listed below. Responses from Small Business Firms are highly encouraged.
