The Naval Air Systems Command intends to negotiate and award a sole source delivery order under an existing Basic Ordering Agreement (BOA) with Gentex Corporation of Simpson, PA, the sole designer of a dielectric vacuum deposition and lens assembly that provides the quality and reliable manufacturing volumes for overall producibility improvements to dielectric based Laser Eye Protection (LEP) eyewear, that can be scalable to larger LEP eyewear form factors (e.g. goggles, visors). Gentex developed multilayer dielectric filter (MLDF) coatings on plastic substrates for hybrid LEP designs. The goal of this follow-on effort is to transfer the hybrid LEP design from spectacle lenses to larger visor form factors. The work will include optimization of PLT and OD of the designs through vacuum deposition improvement and dye concentration refinements. The vacuum coating work will focus on optimizing line shape to improve in-band transmittance, maximizing coating uniformity of the dielectric over the visor surface and assessing the adhesion and cohesion of the MLDF on the visor. Gentex will then assess options for an optimal, structurally compliant LEP visor by building a visor design based on cap and base lenses.
The proposed contract actions for the procurement are those for which the Government intends to negotiate with Laser Eye Protection - Producibility Improvements for Dielectric Based LEP Eyewear
only one source under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement with a capability statement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government.
