Multi-Award Sign Replacement Projects

Brief Description: MnDOT requests letters of interest for two standalone sign replacement projects. This Pre-qualification announcement will be used to award up to two separate professional/technical contracts. MnDOT anticipates that selected responders (up to two) will be awarded one contract per firm. The letters of interest will be used as a basis to award the remaining contracts for the projects below. It will be MnDOT’s decision how to divide these projects among the successful responders. State Project (SP) 6286-72 (Project A), a standalone sign replacement project along Trunk Highway (TH) 694 between the east junction with TH 35E in Vadnais Heights and TH 94 in Woodbury. The project includes sign replacement within the project limits, including one overhead truss structure and six bridge mounted sign structures, and associated guardrail impacts. SP 2789-201 (Project B), a standalone sign replacement project along TH 394 between Theo Wirth Parkway and Washington Ave in Minneapolis. The project includes sign replacement within the project limits.

Scope of Work
1. Project Overview
1.1. Independent Contractor
1.1.1. The Contractor agrees it is acting in the role of an independent contractor. The Contractor,
and its employees and subcontractors, will not be considered employees of the State for
any reason. The Contractor acknowledges that it is responsible for its own financial control.
The Contractor has negotiated the payment for this contract with the State, which may
result in a profit or loss for the Contractor. The Contractor also acknowledges that it is
responsible for the behavioral control of itself, its operations, and its staff. The Contractor
is solely responsible for determining the means, methods, and sequence of performing the
work covered by this contract. The State has included deliverable dates in this contract, not
to provide a "sequence" of work but because the State must coordinate these deliverables
with (1) the State's financial plans, (2) other contracts managed by the State, and (3) work
performed by the State's own staff. The parties have mutually drafted and agreed upon a
scope of work. The level of detail used to describe the work is intended only to establish
minimum standards and ensure consistency across the hundreds of projects managed by
the State; the Contractor remains responsible for determining the means and methods of
performing the work to meet or exceed those requirements. The State will not directly
supervise the Contractor's work but will provide oversight and monitoring, as required by
Minnesota Statutes 16C.08 and 23 Code of Federal Regulations (CFR) Part 172.5, to ensure
compliance with the terms, conditions, and specifications of this contract. At the conclusion
of this contract, the State will evaluate the Contractor's performance under this contract
for potential use in future evaluations and selections as required by Minnesota Statutes
16C.08 and 23 CFR Part 172.5.
1.2. General Statement of Scope of Work
1.2.1. Two separate sign replacement projects (Project A and Project B) are described by this
Scope of Work.
Project A is State Project (SP) 6286-72, a standalone sign replacement project along Trunk Highway
(TH) 694 from TH 35E (east junction) in Vadnais Heights to TH 94 in Woodbury. The project length is
approximately 11.7 miles. The project has a letting date of December 1, 2027.
This contract is to prepare the complete construction plan for the project. The primary design work
on this project is expected to take place between November 2026 and September 2027.
The in-place project limits have approximately 491 standard sign code panels, 61 flat-sheet
aluminum design code sign panels, 105 extruded panels, and 129 markers/delineators.
The project will require sign structure designs for one Design D overhead sign structure, along with
associated traffic barrier work. Six bridge mounted overhead sign structures will also be replaced,
with five of the designs to be performed by the Contractor, and one of the designs to be performed
by the State. The signing plan will need to incorporate these designs as details.
Eight I-beam structures will need structure elevation designs in the project. These structures will be
designed by the Contractor.

Project B is SP 2789-201, a standalone sign replacement project along TH 394 from Theodore

Wirth Parkway to Washington Ave in Minneapolis. The project length is approximately 2.9 miles.
The project has a letting date of October 27, 2027.
This contract is to prepare the complete construction plan for the project. The primary design work
on this project is expected to take place between September 2026 and August 2027.
The in-place project limits have approximately 245 standard sign code panels, 55 flat-sheet
aluminum design code sign panels, 110 extruded panels, and 115 markers/delineators.
One bridge mounted overhead sign structures will also be replaced, with design to be performed by
the State. The signing plan will need to incorporate these designs as details.

Sign replacement requirements consist of mainline, ramp, and interchange cross-street signing on
and along the project corridor. This includes sign panel overlays or sign panel replacement for
extruded sign panels depending on the new sign design and size, replacement flat-sheet aluminum
signs, markers and delineators that are damaged or are greater than five years old as indicated in
the State data (if the data does not indicate an age, the sign will be replaced).
The project will use the 2025 version of the Minnesota Department of Transportation (MnDOT)
Standard Specifications for Construction.
Detailed Work Description
A. Sign replacement will include the following unless otherwise noted:
1.0 Mainline project highway between project limits.
1.1 All non-extruded signs, markers, and delineators that are damaged or are greater than five
years old as indicated in the State data (if the data does not indicate an age, the sign will be
replaced).
1.2 Extruded sign panels will receive sign panel overlays or panel replacements based upon
design needs at each individual location.
1.3 Excluded work within project limits:
1.3.1 Minnesota LOGO signs are excluded from all work in the project.
1.3.2 Snowplow markers, Right of Way markers, Scenic Easement markers, and
Infiltration Area markers are excluded from replacement unless otherwise
impacted by project work.
1.3.3 Adopt-A-Highway ways signs are excluded from replacement work. If impacted by
project work, they will be salvaged and installed.
2.0 Interchanges with Local Roads:
2.1 All ramp signs entering or exiting the project's mainline trunk highway.
2.2 All signs between ramp termini on the crossing roadway.
2.3 All stop and yield signs on local legs at the cross-street intersections.
2.4 All signs mounted on signal poles and mast arms that are State maintained and/or operated.
2.5 All regulatory signing within 25' of ramp/cross street intersection, which are typically Keep
Right, One Way, and Do Not Enter signs.
2.6 Any signing in these areas installed by others (to be reviewed to determine if signing should
be retained or removed).
2.7 All green-background junction and directional guide signs related to the junction with the
interchange. Independent route markers that are outside of the bullets listed above will not
be included in the plan.

5.3 For new bridge-mounted overhead sign structures, the Contractor will provide cross
sections of the ground line at the bridge. The Contractor will prepare a structure elevation
drawing for each structure, which will be used for determining sign panel placement on the
bridge. The drawing will include all sign panels proposed to be on the new structure. The
drawing will also include dimensions for panel width and height, distance offset from the
centerline, and distance between overhead sign panels. Label each drawing with the route
name/number, the bridge number, and the overcrossing bridge route name/number. See
Table 2 (Project A) and Table 3 (Project B) for expected bridge-mounted overhead sign
structure design needs.

5.4 The Contractor will design the bridge mounted overhead sign structures listed in Table 2
and identified as Consultant Design Responsibility based upon the approved panel designs
and structure elevations. Structure designs produced by the Contractor and by the State will
be incorporated into the plan set by the Contractor as details.

B. Detailed Project Standards
Sign replacement means replacing, removing, moving, and/or overlaying existing signs such that
they meet current MnDOT and Minnesota Manual on Uniform Traffic Control Devices (MN MUTCD)
standards and policies. This includes:
1.0 Evaluating the need for horizontal warning signs using a ball-bank indicator as discussed in
section 2C.59 of the MN MUTCD.
2.0 Updating guide sign designs as discussed in the most recent MnDOT Guide Sign Design Course,
which includes updated guidance for the size of cardinal directions, text sizes, and object
spacing.
3.0 Evaluating existing guide signing for non-trunk highway crossroad approaches to interchanges
against the standards and guidance found in the MN MUTCD. Design new and replacement
signing in the project as needed.
4.0 Evaluating existing advance guide signing for mainline approaches to interchanges against the
standards and guidance found in the MN MUTCD to determine whether existing signing is
adequate or needs to be updated.
5.0 Evaluating existing freeway mainline signing against standards and guidance of the MN MUTCD,
the Traffic Engineering Manual, and current Metro District practices regarding interchange lane
drops and auxiliary lanes.
6.0 Perform analysis of sign structures with proposed panel area increases to prevent overloading of
structures.
6.1 During project design, provide a listing of any affected existing I-Beam and Overhead Sign
Structures affected by increases in sign panel area. Evaluate whether the existing structures
can adequately accommodate increased sign panel areas based upon applicable MnDOT
post type and truss type selection charts, using sign structure packet data and shop
drawings. For structures not covered by MnDOT's selection charts, and for structures where
the proposed new panel areas exceed the limits of the structure based upon standard
charts, provide new panel design information, panel placement drawings, dimensions, the
amount of new panel area increase compared with the original panel size, and other
information as needed, in order for the State to perform structural analysis calculations.
7.0 Sign structures with any modification or removal work occurring to the structure (including
overhead walkway) will be evaluated in coordination with the State for active or disconnected
Source of Power (SOP). The SOP and its status will be shown on the plan sheets as applicable.
8.0 For new bridge-mounted overhead sign structures which are to be designed by the Contractor,
the Contractor will provide either a structure elevation drawing (with cross section of the
ground line provided by the State) or else an overhead view sketch for each structure, which will
be used for determining sign panel placement on the bridge. The drawing/sketch will include all
sign panels proposed to be on the new structure, panel widths and heights, distance between

overhead sign panels, distance offset from the centerline, and lane lines. Label each drawing
with the route name/number, the bridge number, and the overcrossing bridge route
name/number. The Contractor will design the bridge mounted overhead sign structures based
upon the approved panel designs and structure elevations. These structure designs will be
incorporated into the plan set by the Contractor as details (typically two sheets per replacement
structure to cover removals and new structure details). (Project A only)
9.0 Perform plan coordination and communication work with State project staff to determine
locations of new I-beam and overhead sign structures towards achieving signing plan
development goals and other project milestones/deadlines as necessary. (Project A only)
10.0 For new overhead Design D Truss and Monotube structures, the State will provide cross
sections of the ground line that will be used for structure design by the Contractor. During
design, Contractor will coordinate with necessary functional groups and evaluate sight lines to
signs placed beyond bridges or on approach to signal systems, as necessary. Contractor will
need to conduct a special structure design if the design parameters fall outside of the standard
selection charts. (Project A only)
11.0 Perform plan coordination and communication work with State's project staff to obtain
foundation recommendations for overhead signs, including for special foundation designs.
(Project A only)
1.3. Project Background
The purpose of this project is to adhere to the MUTCD 1A.03 and MN MUTCD design feature
requirements and the State's life cycle requirements for sign replacement. It will also support the
Metropolitan District in accomplishing the annual sign replacement performance measure.
Therefore, this project will be replacing existing traffic signing. These signs are at or near the end of
their service life. Overhead structures have reached the end of their useful lives and are proposed
to be replaced with this project.
1.4. Requirements for Work Within Right-of-Way
1.4.1. Traffic Control Maintenance
1.4.1.1. The Contractor must meet the following requirements for traffic control for all work related
to this contract that occurs within right-of-way prior to the construction letting.
a. All roadways and property accesses must be kept open to traffic at all times. All legs
of a local road intersection must remain open at all times. Pedestrian traffic must be
maintained and guided through the project at all times in accordance with the MN
MUTCD chapter 6D and layouts in chapter 6J.
b. Notify the State if roadways, property access, legs of intersections, or pedestrian
traffic cannot be maintained. The State will then coordinate closures with the
necessary parties. The Contractor must provide traffic control plans as needed during
this coordination. Road closures may only occur with the permission of the State.
c. Lane closures may only occur after the State has approved them. The Contractor
must submit proposed lane closures to the State for consideration.
d. The Contractor must provide all traffic control necessary to perform the work. Traffic
control must be performed in accordance with the current Metro Lane Closure
Manual, MN MUTCD including Part 6K of the Minnesota Temporary Traffic Control
Field Manual, the Guide to Establishing Speed Limits in Highway Work Zones, the
Minnesota Flagging Handbook, the Minnesota Standard Signs and Markings Manual,

and the Traffic Engineering Manual. The Metro Lane Closure Manual can be found at

other related manuals for additional information.
e. When working on the shoulder or median of State highways, the Contractor must
perform this work using a lane closure on the mainline and adhering to the lane
closure restrictions in the Metro Lane Closure Manual.
f. The Contractor must furnish, install, maintain, and remove all traffic control devices
required to provide safe movement of vehicular traffic through the project during the
life of the contract from the start of contract operations to the final completion
thereof. The State will have the right to modify the requirements for traffic control as
deemed necessary due to existing field conditions.
g. Traffic control devices include, but are not limited to, barricades, warning signs,
trailers, flashers, cones, and drums. Barricade weights must be sufficient to maintain
barricade stability.
h. The Contractor must immediately repair or replace all traffic control devices that
become damaged, moved, or destroyed; all lights that cease to function properly;
and all barricade weights that are damaged, destroyed, or otherwise fail to stabilize
the barricades. The Contractor must provide sufficient surveillance of all traffic
control devices at least once every 24 hours.
i. The Contractor must furnish names, addresses, and phone numbers of at least two
individuals responsible for the placement and maintenance of traffic control devices.
These individuals must be "on call" 24 hours per day, seven days per week during the
times any traffic control devices furnished and installed by the Contractor are in
place. The required information must be submitted to the State at the contract
kickoff meeting.
j. The Contractor must respond immediately to any call from the State or its designated
representative concerning any request for improving or correcting traffic control
devices.
k. The Contractor must create and update a daily log documenting the traffic control.
This log also must include the date and time any changes in the traffic control go into
effect. The log must identify the location and verify that the devices are placed
according to contract requirements. All entries in the log must include the date and
time of the entry and be signed by the person making the inspection. The State
reserves the right to request copies of the logs as deemed necessary.
l. The Contractor must provide copies of the inspection logs within the timeframe
agreed upon when requested by the State.
m. All Contractors', subcontractors', and suppliers' mobile equipment that is operating
within the limits of the project with potential exposure to passing traffic must be
equipped with operable warning lights that meet the appropriate requirements of
the Society of Automotive Engineering International (SAE) specifications. This
includes closed roads that are open to local traffic only. This also includes any vehicle
that enters the traveled roadway at any time.
n. Lights must be mounted so that at least one light is visible at all times when at eye
level from a 60-foot radius about the equipment. To meet these requirements,
supplemental lighting may be used in addition to the lights on the approved products
list. All supplemental lights must be SAE Class 1 certified. This specification must be
used for both daytime and nighttime operations. All costs incurred to provide
warning lights must be at no cost to the State. These warning lights also must be

operating and visible when a vehicle decelerates to enter a construction work zone
and again when a vehicle leaves the work zone and enters the traveled traffic lane.
o. The Contractor must equip vehicles with lights that are on the approved products list,
which can be found at approved products list.
p. The Contractor must provide protective devices necessary to protect traffic from
excavations, drop-offs, falling objects, splatter, or other hazards that may exist during
construction. Equipment must not be allowed to suspend over traffic.
q. All workers within the right-of-way who are exposed to either traffic or to
construction equipment must wear reflectorized high-visibility safety apparel. High-
visibility safety apparel means personal protective safety clothing that is intended to
provide conspicuity during both daytime and nighttime usage and at a minimum
meets performance Class 2 requirements of the American National Standards
Institute (ANSI)/International Safety Equipment Association (ISEA) 107 - 2004
publication American National Standard for High-Visibility Safety Apparel and
Headwear.
r. All high-visibility apparel must be worn in the manner for which it is intended to be
worn. All apparel worn on the torso must be closed in the front to provide contiguous
360-degree visibility. If a worker's high-visibility apparel becomes faded, worn, torn,
dirty, or defaced, reducing the conspicuity of the apparel, the apparel must be
removed from service and replaced with new apparel.
1.4.1.2. The Contractor must meet the requirements for maintenance herein for all work related to
this contract and prior to the construction letting.
a. The work site must be completely cleaned up to equal or better condition than
before excavation. Existing pavement or surface must be neatly saw cut and
excavated using a method enabling vertical and horizontal exploration through this
cut when the need to expose a utility underneath pavement occurs.
b. Test holes must be excavated to expose the utility to be measured in a manner that
ensures the safety of excavation and prevents any damage to the utility. All
applicable utility damage prevention laws must be complied with, and coordination
with utility inspectors must occur as required.
c. The Contractor is responsible for any damage to the utility during excavation. In the
event of utility damage, work must be stopped and appropriate agencies notified,
including the utility owner. Work must not resume until the owner has determined
what action to take. The Contractor is liable for all costs associated with the repair or
replacement of the facility and must contact the State immediately if hazardous
materials are encountered.
d. Excavation must be backfilled with approved material around the utility structure and
compacted, in lifts, with appropriate devices. Pavement within the limits of the
original cut must be permanently restored at the time of backfill. If the test hole is
excavated in an area other than the roadway pavement, the area must be restored to
equal or better condition than before excavation. The Contractor is responsible for
the integrity of the backfill/surface restoration. If the work site is not appropriately
restored, the Contractor must return and properly restore the site at no extra cost to
the State.
1.5. Web-Based Teleconferencing

1.5.1. The Contractor must provide the means for the project team to meet via web-based
teleconferencing that allows participants to view the desktop of the meeting organizer.
Participants must be able to "take control" of the virtual desktop as needed to point out
things on the file being displayed. Voice communication may occur via computer or phone.
1.6. Source Type Codes and Primavera P6 (P6) Activity Codes
1.6.1. Every deliverable must list a P6 activity code that matches the P6 activity in the P6
schedule. The Contractor may use this code to understand the due dates for that
deliverable in the schedule and how the activity relates to other activities in the schedule.
1.6.2. If requested by the State's Project Manager, every deliverable must list a source type code.
The source type code may be used in the Contractor's invoice to subtotal the deliverables
together under that source type code.
1.6.3. The Contractor is not required to know how to use P6 or work within the program itself
unless stated in Project Management section. The Contractor is, however, expected to
understand the concept of Critical Path Method scheduling, understand hardcopy reports
printed by the P6 schedule, update the hardcopy reports, and recommend changes to the
schedule to reflect changes in the scope or flow of work.
1.7. Milestones and Contract Completion Timeline
Project A
a. Project Quality Management Plan (QMP): within 5 days of notice to proceed or at
kick-off meeting
b. 30% Submittal for Review: December 1, 2026. State review time: 10 working days
c. 60% Submittal for Review: January 29, 2027. State review time: 10 working days
d. 90% Submittal for Review: March 29, 2027. State review time: 10 working days
e. 95% Submittal for QMP Review: May 25, 2027. State review time: 5 working days
f. Final Plan Submittal: September 15, 2027
g. State Pre-Letting Services plan corrections: 3 working days after receiving the

Project B
