1.0 INTRODUCTION
The County of El Dorado Office of Procurement and Contracts, through its
Planning and Building and Surveyor Departments (also referred to as “County”),
is soliciting sealed proposals from highly qualified firms (Consultant, Proposer,
firm) to provide comprehensive services for Fee and Nexus Studies.
The County of El Dorado is an equal opportunity employer (EOE). All individuals

This Request for Proposal (RFP) includes a description of the evaluation and
selection process, Scope of Work, proposal requirements, and insurance
requirements.

In the event that it becomes necessary to revise any part of this RFP, written
addenda will be issued and posted at: http://edcapps.edcgov.us/contracts/invite.asp.
Any amendment to this RFP is valid only if in writing and issued by the County’s,
Chief Administrative Office, Procurement and Contracts Division. Verbal
conversations or agreements with any officer, agent, or employee of the County
that modify any terms or obligations of this RFP are invalid.
All interpretation or corrections, as well as any additional RFP provisions that the
County may decide to include, will be made only as an official addendum that will
be posted to the County’s website and it shall be the Proposer’s responsibility to
ensure they have received all addendums before submitting a proposal. Any
addendum issued by the County shall become part of the RFP and will be
incorporated into the proposal.
The County will not be bound by oral responses or inquires or written responses
other than written addenda.

2.0 SCOPE OF WORK
The successful Proposer will be required to enter into a one (1) year agreement
for services with the County substantially similar in form to that attached hereto
as Attachment C, marked "Sample Agreement for Services.” It is the County’s
intent to contract with one (1) or more experienced Proposers. Any reference in
this RFP to specific terms of the agreement are for illustrative purposes only and
shall not limit the scope of the obligations to be assumed by the successful
Proposer under the agreement. In the event of any conflict between a provision
of this RFP and the provisions of the agreement attached as Attachment C, the
terms of the agreement shall govern. By virtue of submitting a response to this
RFP, Proposer understands, acknowledges, and agrees to the standard terms
and conditions of Attachment C. The services to be provided shall include the
department’s listed below and include but not be limited to the services in the
referenced Attachments:
A. Planning and Building Fee and Nexus Study (Attachments A and A-1)
B. Surveyor Fee and Nexus Study (Attachments B and B-1)
3.0 PROPOSAL FORMAT REQUIREMENTS
Each response to this RFP shall include the information described in this section.
Failure to include all of the elements specified may be cause for rejection.
Additional information may be provided, but should be succinct and relevant to
the goals of this RFP. Excessive information will not be considered favorably.
The document shall be 8-1/2 inches by 11 inches in size or shall be folded to that
size and font size large enough to be easily legible, but not smaller than 10 point.
Unnecessarily elaborate responses, enclosures, and specialized binding are not
desired, and may be construed as an indication of Proposer’s lack of cost
consciousness. The original proposal and each subsequent copy must be
submitted on paper, properly bound, appropriately tabbed and labeled in the
following order:
3.1 Cover Letter: Provide a cover letter and introduction, including the name
and address of the organization submitting the proposal, together with the
name, address, telephone and fax numbers, and email address of the
contact person who will be authorized to make representations for the
organization, and an expression of the Proposer’s ability and desire to meet
the requirements of this RFP. Provide the location of the main office, local
office, and office nearest to El Dorado County. The letter must be signed by
an individual authorized to bind the firm contractually.

3.2 Table of Contents: This section shall include a detailed “Table of Contents”
and an outline of the submittal, identified by sequential page number and
by section reference number and section title as described herein.
3.3 Proposer’s Capabilities: Describe the firm’s resources, experience, and
capabilities as they relate to scope of services described hereinabove.
Submit in the order identified below:
a. Executive Summary: An executive summary should briefly
describe the Proposer’s approach to the proposal and clearly
indicate any options or alternatives. It should indicate any major
requirements that cannot be met by the Proposer. This summary
should highlight the major features of the proposal and identify
relevant supporting materials. The executive summary shall not
exceed three (3) pages.
b. Detailed Discussion: The detailed discussion is a general, but
complete, narrative of the Proposer’s assessment of the work to be
performed and the ability to meet those objectives. This overview
should clearly demonstrate the Proposer’s understanding of the
performance expectations as well as how the requirements will be
met. Discuss each item in Section 2.0 Scope of Work A and B,
and describe how your firm will accomplish the desired scope in the
timeframe requested.
3.4 Background and Experience: Describe the firm’s background, its
organizational structure, length of time in business, and experience in
providing the type of services solicited herein.
3.5 Work Plan: Outline how the firm’s team intends to approach this project,
along with anticipated timelines for training, delivery of supplies, and full
implementation.
3.6 Insurance Requirements: A written statement of your firm’s ability to
comply with the insurance requirements set forth in Attachment C.
3.7 Price Proposal: Provide a detailed cost proposal including pricing and
rate sheets accompanied by a description of pricing methodology.
3.8 References: Proposers must provide a minimum of three (3) client
references, preferably of county governments, municipalities, or service
districts in California, of organizations with whom you currently have
contracts with and/or have previously had contracts with for the provision
of services of equal type and scope within the last five (5) years. Each
