Mulch and Mulch Blow-in Services

The City of Newport News (the “City”) is seeking bids from qualified firms (the “Bidder” or “Contractor”) to furnish the goods and/or services described herein and bids will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Thursday, May 14, 2026 at 3:00 pm (local prevailing time).

The purpose of this Invitation for Bids (IFB) is to solicit bids to furnish/provide International Play Equipment Manufacturers Association (IPEMA) certified Engineered Wood Fiber (EWF) Playground Chips that can be blown into playgrounds with a self-contained blower truck at all the playground sites the City maintains. The City reserves the right to add and/or remove sites from the contract as needed throughout the contract term(s).
