This Sources Sought Notice seeks to identify qualified vendors capable of providing ENT surgical instruments equivalent to (or equal to) the Teleflex Pilling product line.

3. Description of Requirement
The Martinez VA Medical Center seeks capability responses from businesses able to supply brand name Pilling ENT surgical instruments or functionally equivalent equal products. This requirement supports replacement of existing surgical tools used in microlaryngoscopy, laser airway surgery, and ENT procedures.
Categories include:
Laser laryngoscopes (Dedo, Ossoff Pilling, Karlan series)
Light carriers, smoke evacuation tubes, jet ventilation tubes
ENT micro forceps (Jako, Jackson, triangular micro forceps)
ENT micro scissors, sickle knives
Suction tools (phono tubes, aspirating tubes)
ENT probes, elevators, retractors
Sterilization cases and micro laryngoscopy containers
These items may be supplied as brand name (Teleflex/Pilling) or equal.

4. Purpose of This Notice
The VA is conducting market research to:
Determine industry capability and capacity;
Identify potential sources, including Small Business concerns;
Assess whether two or more qualified SDVOSBs or VOSBs are capable of performing.
Inform the acquisition strategy.

5. Instructions to Respondents
Interested vendors shall submit a non binding capability statement including the following:

B. Capability & Experience
Provide documentation demonstrating capability to supply the required ENT items
Include prior experience with VA, DOD, or private hospital surgical instrument supply
Provide product literature, brochures, or cross reference sheets for brand name or equal items
C. GSA / Contract Information
Indicate whether items are available under GSA/FSS/NASA SEWP/NITAAC, including contract number and expiration date
State any open market availability
D. Product Data
Indicate whether offering Teleflex/Pilling brand name or equal substitutes
Provide equivalency documentation (technical specifications, clinical equivalency, FDA device class if applicable)
RESPONDENTS OFFERING EQUAL ALTERNATIVES: Respondents are to include the manufacturer of their equal item, the Country of Origin, and an authorized distributor letter.
