Static Excitation System upgrades (Yellowtail Powerplant, Canyon Ferry Powerplant)
Notice Type: Pre-Solicitation Notice
Synopsis:
This is a Pre-Solicitation Notice with the intent of synopsizing a proposed contract action prior to issuance of the solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or about 6/23/2025, posted to the SAM.gov website. No additional documents will be available until the solicitation is issued.
The U.S. Department of the Interior, Bureau of Reclamation, Great Plains Regional Office is issuing a Request for Quotation (RFQ) to remove all existing control components, install the new equipment, implement, and provide latest configuration and setting files, test, and commission the exciters for each generating unit at both Yellowtail Powerplant (Big Horn County, Montana) and Canyon Ferry Powerplant (Lewis and Clark County, Montana). The contractor is to provide all labor, tools, parts, materials, designs, drawings, manuals, software, configuration files, transportation to and from both Yellowtail and Canyon Ferry Powerplants.
IAW FAR Part 6.203, this procurement action is being solicited as a total small business set-aside.
The North American Industry Classification Systems (NAICS) code assigned to this project is 335311 Power, Distribution, and Specialty Transformer Manufacturing, with a corresponding small business size standard of 800 employees.
This requirement is being procured in accordance with FAR Part 12, Acquisition of Commercial Products and Services, and FAR Part 13, Simplified Acquisition Procedures. This solicitation will result in a stand-alone Contract with a single Awardee. Award from this solicitation to be made to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
Detailed requirements and/or specifications will be listed within the solicitation. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the best value, based on the evaluation criteria outlined in the solicitation once issued.
The solicitation and any amendments to the solicitation will be available only through SAM.gov. All proposals, and other normal documents required for the proposal submittal, including amendments to the proposal, shall be in electronic medium.
All dates in this announcement are estimated and are subject to change.
No other information will be available before the solicitation is posted.
