1. GENERAL INFORMATION AND SCOPE
1.1 GENERAL INFORMATION
The County of Portage Wisconsin (County), through its Purchasing Department (Purchasing), requests bids for
two compactors, an MSW and Recycling Compactor.
The attached Standard Terms and Conditions shall govern this bid unless specifically modified in these bid
documents. Conditions of bid that include the word "must" or "shall," describe a mandatory requirement. All
specifications are defined as mandatory minimum requirements unless otherwise stated. If no bidder is able to
comply with a given specification or condition of bid, purchasing reserves the right to delete that specification or
condition of bid. Failure to meet specification requirements shall disqualify your bid. Vendors may not submit
their own contract document as a substitute for these terms and conditions.
1.2 SUMMARY
1.2.1 Furnish all labor, materials, equipment, and incidentals required to install the Municipal Solid Waste
(MSW) and Recycling compactors' equipment packages.
1.2.2 Contractor shall assume and acknowledge full and complete responsibility for the suitability, adequacy,
and safety of design, construction, and performance of equipment designed or furnished by the
Contractor, including Supplier and subcontractor. All equipment must meet all applicable local, state and
federal requirements including OSHA.
1.2.3 Owner will furnish the required certificates of tax exemption to Contractor for use in purchase of the
compactor equipment. Contractor shall be responsible for all aspects of the Compactor Equipment per
the specifications and drawing in order to provide a complete and operable compactor system.

1.4 SYSTEM DESCRIPTION
1.4.1 Performance Requirement
1.4.1.1 The MSW and Recycling compactors shall consist of fully operational stationary compactor systems
for loading and compacting materials into semi-trailers.
1.4.1.2 Custom hoppers shall be included with the MSW and Recycling compactors to allow for materials to
be top loaded using a front-end loader, CAT 950G with a 4-yard bucket that is approximately
9'8"wide.
1.4.1.3 The compactor equipment shall be designed for continuous operation in an unheated indoor
environment.
1.4.1.4 The MSW compactor shall be sized appropriately to manage a minimum of 50,000 tons of MSW and
C&D waste per year operating six (6) days per week (a minimum of 150 tons per day).
1.4.1.5 The Recycling compactor shall be sized appropriately to manage a minimum of 5,000 tons of
recyclables per year operating five (5) days per week.

1.5.1 Provide electronic copies of all product data and shop drawings in sufficient detail to confirm compliance
with the requirements of this section as necessary for Engineer approval. Submit product data and shop
drawings in one complete submittal package.
1.5.2 Submit in accordance with "Submittals" the following information:
1.5.2.1 Complete assembly and installation drawings with specifically prepared technical data.
1.5.2.2 Drawings showing interconnections between equipment necessary to provide complete system.
1.5.2.3 Descriptive information on material and equipment furnished.
1.5.2.4 Hydraulic system performance calculations.
1.5.2.5 Materials of construction, cross-sectional drawings.
1.5.2.6 Detailed general arrangement drawing showing installed packer assembly, ram assembly, power unit,
custom hopper, and accessories.
1.5.2.7 Specifically prepared wiring diagrams.
1.5.2.8 Written description of operation.
1.5.2.9 Project schedule.
1.5.2.10 Product data and ISA Standard Specification sheets for all products.
1.5.2.11 Operation and Maintenance Manuals for each product.
1.5.2.12 Sufficient information to show compliance with the specifications.
1.5.2.13 A list of deviations from the specifications if any.
1.5.3 Test Results
1.5.3.1 Submit electronic copies of all test results to the Engineer, including any from the factory upon
request of the County.
1.5.4 Credentials and Statements of Qualifications
1.5.4.1 Name of manufacturer.
1.5.4.2 Type and model.
1.5.4.3 Complete performance data.
1.5.4.4 Data on shop coatings.
1.5.4.5 Detailed specifications for control systems.

1.6 DELIVERY, STORAGE, AND HANDLING
1.6.1 Deliver product to site. Perform receipt inspection including calibration check of all instrumentation. All
exposed openings and conduits shall be sealed.
1.6.2 Contractor shall provide rigging and storage instructions.
1.6.3 Contractor shall provide instructions for pieces of equipment that must be removed and/or unlocked
before attempting to start unit.
1.6.4 Store and protect product.
1.6.5 Handle product in accordance with manufacturer's recommendations.
1.7 QUALITY ASSURANCE
1.7.1 It is the intent of these specifications to procure a quality product by an established manufacturer of the
latest design. The cost of the equipment shall include all royalties and costs arising from patents and
licenses associated with furnishing the specified equipment.
1.7.2 All materials shall be designed to withstand stresses encountered in continuous operation, fabrication,
and erection. All equipment shall be of corrosion resistant materials or shall be suitably protected by the
Contractor with corrosion resistant industrial coatings. Materials shall be appropriate for intended
application.
1.7.3 Material for which no detailed specifications are given shall:

1.7.3.1 Meet the particular industry standard for the material used.
1.7.3.2 Meet the specifications of ASTM, ANSI or SAE for metals and plastics for the use intended.
1.7.3.3 Not to be used unless it has previously been used for a like purpose for a sufficient length of time in
the field or under field or under field simulated laboratory conditions to demonstrate its successful
use.
1.7.4 Components and assemblies with equipment unit as a whole shall meet standards of:

1.7.4.3 OSHA requirements and safety codes.
1.7.5 Manufacturer Qualifications
1.7.5.1 The MSW and Recycling compactors shall be furnished by a single source Contractor experienced,
reputable, and regularly engaged in design and fabrication of stationary compactor units of similar
type and size.
1.7.5.2 The compactor Contractor shall have at least five years of experience in the design, application, and
manufacture of these systems and shall submit a list of not less than five operating installations.
1.7.5.3 The compactor Contractor shall have at least five years of experience in providing parts and
maintenance to systems manufactured and installed by the Contractor and shall submit a list of not
less than five installations provided maintenance support.
1.7.6 Factory Assembly
1.7.6.1 As much of the fabrication as possible, but no less than 75%, shall be performed at the Contractor's
facility.
1.7.6.2 The Contractor's facility shall be capable of fabrication of equipment of the sizes required in these
specifications.
1.7.7 Factory Testing
1.7.7.1 The compactor units shall be factory tested at the manufacturer's facility prior to shipment.
1.7.7.2 The test records shall be included in the operation and maintenance manual.
1.8 SAFETY REQUIREMENTS
1.8.1 The compactors shall be furnished with adequate protective devices in accordance with OSHA and local
safety code requirements.
1.8.2 Moving parts which are hazardous to personnel shall be suitably guarded. Electrical shock protection
shall be provided. Hot surfaces shall be labeled.
1.8.3 Adequate safety alarms and automatic shut-down devices shall be provided to prevent unsafe operation
or hazardous events.
1.8.4 Hopper and other accessories shall be designed to allow compactor operations in a safe manner.
1.9 MAINTENANCE REQUIREMENTS
1.9.1 All replaceable parts shall be manufactured to definite standards for tolerance, and finish in order that
any such part may be field installed without further machining or fitting. All parts shall be permanently
and legibly marked with original manufacturer's part number where practical. Parts or assemblies that
require "fitting" for proper assembly shall be identified and separately listed in parts manual.
1.9.2 Contractor to have sufficient service technicians (quantity and proximity of technician) to respond to
onsite emergency service. Contractor shall provide a list of technicians available for on-call maintenance
service including response time and distance from site. Contractor maintenance service response time
shall be less than 48-hours and located less than 8-hours' drive away from the site.
1.9.3 Contractor shall provide a list of recommended spare parts and a price list for the spare parts. Contractor
shall include an anticipated lead-time to obtain spare parts. Parts must be in stock in the United States.
1.10 PROJECT/SITE REQUIREMENTS

1.10.1 The Recycling compactor is intended for installation in an existing building as presented on the Drawing
in Attachment E.
1.10.2 The MSW compactor is intended for installation in a new addition as presented on the Drawing in
Attachment E.
1.10.3 The compactors' equipment packages will be located in rooms considered NEC unclassified areas. An
existing power supply is located on the east wall of the Recycling Facility as presented on the Drawings in
Attachment E. A power supply location is yet to be determined on the Transfer Facility as presented on
the Drawings in Attachment E. The Contractor will not be responsible for installing power to the
compactor unit. The Owner will be responsible for hiring a separate local electrical contractor to route
appropriate power supply to the new compactor power distribution panel.
1.10.4 Contractor shall provide a detailed description of the compactor installation process including any
additional structure to support the selected compactor equipment. If Contractor identifies additional
support and/or structure is needed, a cost shall be provided.
1.10.5 The compactors shall include custom fabricated hoppers to facilitate loading operations using a CAT
950G with a 4-yard bucket that is approximately 9'8"wide front-end loader. The configurations of the
hoppers shall allow for loading when the compactors' charge boxes are full, while also preventing spillage
back to the tip floors.
1.10.6 The compactors' scissor locks shall be designed to connect with semi-trailers meeting the following:
1.10.6.1 Pin height for trailers: 33 12" (bottom of scissors lock opening) to 44" (top of scissors lock
opening) with a scissors lock center line of 39 1/4".
1.10.6.2 Bids shall reference standard swing doors. Portage County will work with selected vendor to
determine best doors for their trailers.
1.10.7 If the Contractor identifies any issues associated with installation of the specified compactor equipment
in the proposed buildings, the Engineer shall be notified immediately so that adjustments can be made.
1.11 WARRANTY
1.11.1 The MSW and Recycling compactors' equipment packages shall be provided with the following
warranties. The warranty certificate shall be made available and signed by an officer of the Contractor's
company.
1.11.1.1 3-year warranty on ram and frame weldments.
1.11.1.2 1-year warranty on electrical and hydraulic equipment, parts, and labor.
Retain a copy of these Bid documents for your files. Should you receive an award, these Bid documents
become your contract terms and conditions.
1.12 Definitions: The following definitions are used throughout the RFB documents:
Bidder/Vendor means a company or individual submitting a bid response to this RFB
Contractor means bidder awarded the contract
County means the County of Portage Wisconsin
MSW means Municipal Solid Waste
Purchasing means the County of Portage Purchasing Department
RFB means Request for Bid
State means the State of Wisconsin
VendorNet means the State of Wisconsin's electronic purchasing information system
2. CONTRACT TERM
Date of award, through 6/30/2027 or upon job delivery and install of Compactor. Vendor can assume install of
the compactor in locations yet to be constructed in late 2026 to 2027. See Attachment E

3. MANDATORY PRE-BID SITE VISIT & CONFERENCE
A mandatory pre-site visit and conference is scheduled to be held on Thursday, April 30, 2026, at 10AM at 600
Moore Road, Plover, WI 54467. Please Contact Chris Schultz via email schultzc@co.portage.wi.gov, if you plan
to attend. In order for your bid to be considered, you must be sure to sign the attendance sheet at the
meeting. An RFB addendum will be issued if the site visit is changed or cancelled. The Bidder cannot charge
the County for attending a site visit conference.
4. QUESTIONS
If a vendor discovers any significant ambiguity, error, conflict, discrepancy, omission, or other deficiency in this
RFB they shall notify the Procurement Director named below of such error and request a modification or
clarification.
Any communications or questions regarding the specifications, or special conditions of bid should be written
and submitted to Purchasing as soon as possible, but no later than 2PM on 05/04/2026. Purchasing will
respond to questions, if necessary, by issuing an official addendum, posted on VendorNet and on the Portage
County Website. Bidders are responsible for checking these websites for any addenda before submitting a bid.

5. METHOD OF BID
Bidder must submit a price for the equipment/fabrication/Install/freight of these Compactors. (Line 4 of Bid
Offer Form C-1 and C-2) All prices must be quoted in U.S. Dollars. Bidder must bid on the enclosed Bid Offer
Form Attachment C-1 and C-2.
Submit a bid offer form sheet for each size compactor that is listed in section 10.3 that the vendor sells and
supports that meets the specifications. Fill out each bid offer form completely and attach applicable
information for each compactor unit submission. You may reuse each bid offer form sheet C-1, C-2, and Alt-1
more than once for applicable compactors that meet those specifications. If you do choose to submit multiple
compactors, please label them Option 1, Option 2, etc. with Option 1 being the compactor that best fulfills the
requirements.
6. BID SUBMISSION
Bidders must submit an original and one copy including all required materials for acceptance of their bid by the
date and time listed on the Bid Cover Sheet. Any bids received after that time and date will be rejected. Receipt
of a bid by the US mail system does not constitute receipt of a bid by Purchasing, for purposes of this RFB. Also
refer to the Bid Response Requirements.

7. BID RESPONSE REQUIREMENTS
In order for your bid to be considered, the following information must be provided by the due date and time
listed on the bid cover page. Include:

The Signature and Authority Affidavit submitted in response to this RFB must be signed by the person in the
Contractor's organization who is responsible for the decision as to the prices being offered in the Bid or by a
person who has been authorized in writing to act as agent for the person responsible for the decision on prices
and services. Failure to provide these forms/information with your bid submittal may disqualify your bid. The
County encourages all bidders to print their submission double-sided to save paper.
8. METHOD OF AWARD
An award will be made on the basis of the lowest total price listed on both Line 4's Bid forms for the 12 Cubic
Yard Unit for the MSW Compactor (C-1) and 8 Cubic Yard Unit for the Recycling Compactor (C-2). Timeliness of
delivery of equipment and spare parts along with timeliness of dispatching repair technicians may be
considered when making this award. The alternate 10 Cubic Yard Unit may be substituted to increase the
capacity of the Recycling Compactor or Decrease the Capacity of the MSW compactor if budget allows or
warrants a change.
9. BIDDER/CONTRACTOR QUALIFICATIONS
To be eligible for a contract award, you must be qualified and able to provide the following:
9.1 Bidder must supply references of three firms to which similar equipment and services have been
provided during the past five years to a comparable-sized institution or company. If contacted, all of
those references must verify that a high level of satisfaction was provided. Use Attachment B to list
references.
9.2 Awarded contractor must provide Purchasing a Certificate of Insurance and maintain the minimum limits
specified for the term of the contract. All policies must be issued with a 30-day cancellation notice, by an
insurance company licensed to do business in the State of Wisconsin, with a minimum AM Best rating of
A1, and signed by an authorized agent.
Maintain worker's compensation insurance as required by Wisconsin Statutes, for all employees engaged
in the work.
Maintain commercial liability, bodily injury and property damage insurance against any claim(s) which
might occur in carrying out this agreement/contract. Minimum coverage shall be one million dollars
($1,000,000) liability for bodily injury and property damage including products liability and completed
operations. Provide motor vehicle insurance for all owned, non-owned and hired vehicles that are used
in carrying out this contract. Minimum coverage shall be one million dollars ($1,000,000) per occurrence
combined single limit for automobile liability and property damage.

10. PRODUCT INFORMATION
10.1 GENERAL
10.1.1. All equipment shall not have been in service, except for shop tests, at any time prior to delivery.
10.1.2. All parts of equipment shall be amply proportioned for all stresses which may occur during operation
and for any additional stresses which may occur during fabrication, transportation, handling, and
erection.
10.1.3. The equipment shall be factory assembled to the maximum extent possible. Field assembly is
permissible if disassembly is required for safe transport.
10.2 GENERAL SPECIFICATIONS
10.2.1. Compactors shall be designed to meet the following site operations:
10.2.1.1. Materials are dumped on the transfer station tip floors. Front-end loaders will be used to
load material from the tip floors to the compactors' hoppers and charge boxes.
10.2.1.2. A minimum of 50,000 tons of MSW and C&D waste are expected to be managed per year (a
minimum of 150 tons per day).
10.2.1.3. A minimum of 5,000 tons of recyclables are expected to be managed per year.
10.2.1.4. Compacted materials will be loaded into semi-trailers. Owner anticipates loading 5 to 6 MSW
semi-trailers per day at this rate and 1 recycling semi-trailer per day at this rate.
10.2.1.5. MSW compactor is expected to be installed in a new addition as presented on the Drawings
in Attachment E.
10.2.1.6. Recycling compactor is expected to be installed in an existing building as presented on the
Drawing in Attachment E.
10.2.2. The compactors' equipment shall at a minimum comply with the following general specifications:
10.2.2.1. Throughput Capacity: see the performance table for each unit.
10.2.2.2. Charge Box Capacity: 8, 10 and 12 cubic yard options requested.
10.2.2.3. Charge box shall be designed to withstand the forces of compaction.
10.2.2.4. Overall Dimensions: compactor package will be installed on the location marked on the
Drawing.
10.2.2.5. Clear-Top Opening: should be sized appropriately to manage the requested throughput
capacity and meet minimum dimension for the unit.
10.2.2.6. Loading Height: designed to allow front-end loader loading.
10.2.3. The compactors' equipment packages shall include at a minimum:
10.2.3.1. Charge box,

10.4 ELECTRICAL EQUIPMENT
10.4.1. The compactors' electrical equipment shall at a minimum meet the following specifications:
10.4.1.1. Electric Motor: TEFC motor, 3-phase, 480V and sized appropriately for the hydraulic
equipment.
10.4.1.2. Control Panel: UL listed, NEMA 3R rated.
10.4.1.3. Starter: NEMA Rated.
10.4.1.4. Circuits: Fused.
10.4.2. The power unit shall consist of United States manufactured UL listed parts.
10.5 HYDRAULIC EQUIPMENT
10.5.1. The compactors' hydraulic equipment shall meet or exceed the following specifications:
10.5.1.1. Pump Capacity: min. as shown dependent on size
10.5.1.2. Maximum Pressure: min. as shown dependent on size
10.5.1.3. Hydraulic Cylinder:
10.5.1.3.1. Single Cylinder: 9" bore.
10.5.1.3.2. Double Cylinder: 7" bore.
10.5.1.4. Hydraulic Oil Reservoir: 200 gallons or 3 gallons for every gpm of pump output.
10.5.2. The compactor hydraulic oil reservoir shall be designed to contain and drain hydraulic oil in the event
of a leak.
10.5.3. The hydraulic pump shall be capable of meeting the hydraulic performance specifications.
10.5.4. An oil sight glass w/ thermometer shall be mounted on the front of the oil reservoir.
10.5.5. The oil reservoir shall include a thermostatically controlled oil heater that automatically operates
only when the oil gets colder than 60 degrees F.
10.6 CHARGE BOX CONSTRUCTION
10.6.1. The charge box construction shall adhere to the following specifications:
10.6.1.1. Sides and Floor: AR400, AR500 or A514-T1 steel plate manufactured in the United States.
