Project Description: Hillsborough County intends to recommend the award of a one-time noncompetitive procurement of 30 Mine Safety Appliance Company (MSA) Self-Contained Breathing Apparatus (SCBA) Airmasks and 30 electronic accessory asset tags to Ten-8 Fire & Safety, LLC, in the amount of $18,344.10. This procurement is being made in accordance with the County’s Procurement Policy Section 3-208(2) and is considered a noncompetitive because Ten-8 Fire & Safety, LLC, is the sole authorized distributor of MSA SCBA accessories and parts used interchangeably with existing SCBA units by the Fire Rescue Department. Additionally, Ten-8 Fire & Safety, LLC, is the only authorized Certified Airmask Repair Education (CARE) MSA SCBA Repair Center for the municipal fire service market in Hillsborough County, Florida. Through competitive sealed bidding in March 2020, Hillsborough County awarded a contract to Ten-8 Fire & Safety, LLC, for the purchase of new SCBA equipment that must be maintained to ensure proper operation when in use by first responders and to maximize the lifespan of the equipment. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached quote must submit clear and convincing information to support a challenge the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “messages” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
