Full RFP Name: Statewide Waste Reduction and Reuse Grants State Fiscal Year 2025

This RFP focuses on waste reduction and reuse (including resale, repair, and rental).
Adopted in 1980, the Waste Management Act established criteria for managing solid waste, including the development of the waste management hierarchy. Most products generate the greatest environmental impacts during their production (as with clothing and furnishings) and use (as with refrigerators and cars). In comparison, environmental impacts generated after disposal are proportionally much less significant. Based on environmental factors, the waste management hierarchy prioritizes waste reduction and reuse over all other management methods.

Waste reduction and reuse (including resale, repair, and rental) in Minnesota have the potential to reduce greenhouse gas emissions and other pollutants, reduce the demand for resource extraction, and reduce the amount of waste sent to landfills. These strategies decrease demand for new manufacturing and extend the useful life of existing materials, which supports the local economy and increases access to products and services. Investing in and raising awareness on the importance of waste reduction and reuse is a priority for the MPCA.

MPCA has authority to administer grants in Minnesota pursuant to Minn. Stat. ยง 116.03, subd. 2.
