Project Description: NOTICE TO BIDDERS
BOROUGH OF MORTON
BOROUGH OF RUTLEDGE
Online sealed bids for the 2026 Street Resurfacing Project will be received by Morton Borough and Rutledge Borough online via the PennBid Program at https://pennbid.bonfirehub.com until 10:00 AM, on April 21, 2026. The bids will be publicly opened and read aloud on April 22, 2026 at 7:00 PM at the Borough Meeting. Major items include 4,100 SY of milling and 440 TN of wearing course, and 25 SY of pothole repair consisting of 25 SY of wearing course.
All Bid Documents, Construction Plans and Specifications are available online via the PennBid Program at https://pennbid.bonfirehub.comat no cost to prospective bidders.
The successful bidder, who is awarded the contract, will be required to pay PennBid Program a fee of 1/3 % of the contract award value. There is a minimum award fee of $100.00 and a maximum of $5,000.00. Bidders must confirm the fees associated with bidding through PennBid and the successful bidder is responsible for the fees associated with the awarded bid.
A bid bond in the amount of ten percent (10%) of the total bid, made payable to Morton Borough and Rutledge Borough, must accompany each bid.
Attention of Bidders is called to all of the requirements contained in the bid package, particularly to the PA Prevailing Wage Rates, Public Works Employment Verification, various insurance requirements, various equal opportunity provisions, and the requirements for a payment bond and performance bond for 100% of the contract price and a one-year maintenance bond for 10% of the contract price.
The Borough reserves the right to reject any or all bids, or parts thereof, and to waive any informalities in the bidding as is in the best interest of the Borough.
