Morgan County invites qualified demolition and environmental contractors to bid on the proposed demolition of the former Morgan County Jail. Final bid documents and pricing structure will be issued at a later date. Attendance at this pre-bid site meeting will be required for the bid to be considered responsive. This meeting is being conducted prior to issuance of the final bid documents to obtain contractor questions and input regarding existing conditions, constructability, demolition sequencing, environmental considerations, and appropriate project specifications.

MORGAN COUNTY FORMER JAIL DEMOLITION AND SITE RESTORATION
PROJECT
NOTICE OF MANDATORY PRE-BID MEETING
Morgan County invites qualified demolition and environmental contractors to bid on the proposed demolition of the
former Morgan County Jail. Final bid documents and pricing structure will be issued at a later date. Attendance at
this pre-bid site meeting will be required for the bid to be considered responsive. This meeting is being conducted
prior to issuance of the final bid documents to obtain contractor questions and input regarding existing conditions,
constructability, demolition sequencing, environmental considerations, and appropriate project specifications.
Purpose of the Meeting
* Review the existing structure, site conditions, access limitations, utilities, and surrounding facilities.
* Discuss demolition methods, protection requirements, utility coordination, public safety, and site restoration.
* Solicit contractor questions and recommendations concerning hazardous-material investigation, abatement,
demolition sequencing, bid items, scheduling, and specification development.
* Use contractor experience and feedback to assist Morgan County in preparing the final scope of work,
technical specifications, and bidding requirements.
Anticipated Project Work
The anticipated project generally includes demolition of the existing jail structure and associated improvements;
removal and lawful disposal of demolition debris and regulated materials; protection of adjacent property, utilities,
and public infrastructure; utility coordination; grading, erosion control, site stabilization, and restoration of disturbed
areas in accordance with the final contract documents. The County reserves the right to identify items for salvage
prior to demolition. Final project limits, methods, alternates, and contract requirements have not yet been
established.
Potential Hazardous and Regulated Materials
Due to the age of the facility, contractors should anticipate that regulated building materials may be present,
including but not limited to asbestos-containing materials, lead-based paint, mercury-containing devices, PCB-
containing materials, fluorescent lamps, refrigerants, and other materials requiring special handling and disposal. An
environmental assessment has not been completed as of the date of this notice. Morgan County may perform
additional environmental investigations prior to issuance of the final Invitation to Bid. Nothing contained in this notice
or discussed during the meeting shall be construed as a representation of the presence, absence, type, location, or
quantity of hazardous materials.
Important Notice
Final bidding and contract documents, including the final scope of work, plans or exhibits, technical
specifications, available hazardous-material information, bid form, bidding requirements, schedule, and
contract terms, will be issued at a later date. No bids or pricing will be accepted at the mandatory pre-bid
meeting.
Attendance by an authorized representative of each prospective bidder is required. Representatives must
sign the official attendance sheet. Bids submitted by firms that were not represented at the mandatory pre-
bid meeting and site visit will be deemed nonresponsive.
