12-Month Lease Agreement for Multifunction Color Copier/Printer/Scanner/Fax

Questions and Concerns received from Xerox Corporation on February 20, 2026.

1. Can you please clarify if offered devices in response to the IFB must be factory new?

Response: The Invitation for Bid (IFB) does not require that devices be factory new. However,

equipment offered must fully comply with all technical specifications, performance standards, and

service requirements stated in the solicitation.

2. The bid calls for submissions to be “in duplicate-one (1) original and one (1) copy.” Can you please advise

if the bid submission copy must be identical to the original bid submission, I.e. the copy is a photocopy of

the original?

Response: The required copy must be identical to the original bid submission.

Please Note: Follow-up/Clarification to the Questions and Concerns responses dated 2/25/2026 must be

submitted to the General Services Agency via email to bids@gsadoa.guam.gov no later than 5:00 PM, Thursday,

February 26, 2026.
