Dear Planning Consultant:
The County of Monroe is accepting proposals for updating the Monroe County Parks, Trails,
& Recreation Master Plan with the scope of work detailed in this proposal. Consultants must
analyze and respond to all sections of the RFP and provide sufficient information to allow the
County to evaluate your proposal. A written response is required. If the Consultant is unable to
fulfill any section of the RFP, please clearly include an explanation for the sections that are
either non-compliant or not applicable.
The final date for submitting a proposal is Friday, February 16 , 2024 at 4:00 P.M. to Josh
Thomas, Monroe County Finance Department, 2nd Floor, 125 East Second Street, Monroe,
Michigan 48161. Your proposal envelope must be sealed and clearly marked “Parks, Trails, &
Recreation Master Plan Proposal” so that no error in opening may occur. In the alternative, the
County recommends you submit proposals by the same deadline via e-mail as a separate
Microsoft Word or PDF document attachment to joshua_thomas@monroemi.org. Indicate in the
subject line of the transmission that a Sealed Proposal for Parks, Trails, & Recreation Master
Plan is attached.
The County of Monroe reserves the right to accept or to reject any and all proposals, to waive
any irregularities and to make an award that is determined by the County of Monroe to be in the
best interest of the County. The County of Monroe will not be responsible for nor will it be
required to reimburse any firm or consultant for any cost incurred in the preparation of a
proposal.

SECTION A
SCOPE OF WORK
The Five-Year Plan will serve as a road map for the Monroe County Park System. It will provide
a sound footing from which logical, orderly, and consistent decisions can be made concerning
future park development, major capital planning and any additions to the County Park System.
The Five-Year Plan should include key issues, short-term & long-term priorities,
recommendations pertaining to park development, park maintenance recommendations, program
recommendations, and a five-year action plan and budget for the years 2025-2029.
A final/completed report (Master Plan and Five-Year Plan) must be provided to the
County no later than October 1, 2024 by the selected consultant.
The Five-Year plan will include, but is not limited to, the following key priorities: (these must
align with and meet the standards of the Michigan Department of Natural Resources (MDNR)
Guidelines for the Development of Community Parks, Recreation, and Greenways Plans).

a. Description of Methods Used to Conduct the Inventory
b. Inventory of all the Community-Owned Parks and Recreation Facilities within
Monroe County
c. Update Accessibility Assessment – Americans with Disabilities Act (ADA) and
Universal Access self-assessment including self-evaluation and transition plan for
all the Monroe County owned parks
d. Location Maps (site development plans / trail maps in color and black and white

4. RESOURCE INVENTORY
a. Review and utilize resources from other local park plans within Monroe County
5. DESCRIPTION OF THE PLANNING PROCESS
a. Summarize the methods used in the planning process of the plans
b. Include public input meeting information and outcomes
c. Discuss the plan adoption process
6. DESCRIPTION OF THE PUBLIC INPUT PROCESS
a. Public input is critical to the development of the Master Plan. Input should be
solicited from cross-section of Monroe County Residents. Proposals should
describe the methodology(ies) to be used to obtain public input, including
references to sampling techniques, efforts to reduce sample bias, development of
input instruments or protocols (e.g., survey questions), and the reliability and
validity of the techniques proposed. Methods of data analysis should also be
described, as should the type/format of results to be provided to the County and
degree of accuracy expected.
The consultant will also use a minimum of three additional methods for public input. Consultant
shall use either the questionnaires or community surveys method (listed at method #1 and #2 in
list below) as at least one of the three methods for public input.
These should be a combination of methods, with some of the more common methods listed as
follows:

5. Stakeholder Groups
6. Citizen Luncheons
7. Community Workshops
8. Planning Charrettes
