Mold and Moisture Testing for AMPs 1, 2, 3 and 4

The Guam Housing and Urban Renewal Authority (GHURA) is soliciting proposals from interested and qualified
individuals or firms to provide mold and moisture testing services for public housing properties identified in this
Request for Proposal (RFP). This procurement is structured as a qualifications-based RFP. Cost or price proposals shall
not be submitted at the time of initial proposal submission and will be requested, if at all, only during post-evaluation
negotiations with the proposer or proposers determined by GHURA to be best qualified.
RFP announcement will be available to view on GHURA’s website: https://www.ghura.org/doing-business-us/bids
beginning Monday, April 06, 2026. Interested parties must register on GHURA’s website using the registration form
link on the RFP announcement, or in person at GHURA’s Main Office in Sinajana, Guam. Registered vendors will
receive access to a downloadable RFP packet file and receive notifications of any changes, amendments, and/or
addenda. Proposers are invited to attend an optional site visit at GHURA’s Main Office, 117 Bien Venida Avenue,
Sinajana, Guam 96910, on Monday, April 13, 2026 at 09:00 A.M. ChST. Attendance is not mandatory, but strongly
recommended. To obtain a physical copy of the RFP packet, there is a fee of $25.00 (exact cash amount, money order,
or company check) which is non-refundable. Registration schedule is Monday through Friday, 8:30 a.m. to 4:00 p.m.
ChST, except Government of Guam holidays.
Any questions regarding the proposal or requirements must be submitted in writing via email to GHURA Procurement
at proc@ghura.org no later than Monday, April 20, 2026 at 2:00 P.M. ChST. Closing for submission of all proposals
is Monday, May 04, 2026 at 4:00 P.M. ChST.
GHURA intends to award a contract on the basis of the best qualified proposer, based on the evaluation factors set forth
in this Request for Proposals, and negotiation of compensation determined to be fair and reasonable. If compensation
cannot be agreed upon with the best qualified proposer, negotiations will be formally terminated with that proposer. If
proposals were submitted by one or more other proposers determined to be qualified, negotiations may then be
conducted with such other proposer or proposers, in the order of their respective qualification, and the contract may be
awarded to the proposer then determined to be best qualified if the amount of compensation is determined to be fair
and reasonable.
No proposal shall be withdrawn for a period of sixty (60) days subsequent to the opening of the RFP without the prior
written consent of GHURA.
The contractor must not discriminate on the basis of race, color, religion, sex, national origin, age, disability, or genetic
information in employment or the provision of services. There is a restriction against contractors employing convicted
sex offenders from working at Government of Guam venues. (5 GCA § 5253).
