Scope of Services
Neighborhood Stabilization Program (NSP) funding was awarded to Osceola County (“County”) by the Florida Department of
Community Affairs (DCA) as part of the 2008 Neighborhood Stabilization Program. It is the intent of this solicitation to identify
and then engage a modular home provider to purchase a variety of 1-, 2-, and 3-bedroom homes to be used as affordable
housing for senior as a mixed income affordable senior housing (62+ years) community. All activities will be located at selected
site herein and must be consistent with the HOME Investment Partnership Program its implementation rules; and related
federal and local plans, ordinances, policies and procedures.
Osceola County affirmatively supports Section 3, Equal Employment Opportunity (EEO), Fair Housing, Prevailing Wages and
Fair Marketing in the CDBG/HOME programs. Section 3 and Minority Business Enterprise (MBE) / Women Business Enterprise
(WBE) / Disadvantaged Business Enterprise (DBE) / Disabled Veterans hiring and contracting are goals of the NSP and
reporting applies. Davis Bacon Wage rates and reporting will apply. Full compliance with any CDBG/HOME or County
requirements will be necessary to participate in the program. Potential conflicts of interest must be disclosed. Public entity
and non-debarment certifications are required. CDBG/HOME funds require measures to overcome language barriers.
