The U.S. Army Contracting Command-New Jersey (ACC-NJ) on behalf of the Project Manager for Combat Ammunition Systems (PM-CAS), both located at Picatinny Arsenal, New Jersey, is conducting market research to identify potential qualified sources capable of manufacturing and delivering spheroidal propellant WC864 Ball Powder. The WC864 Ball Powder is a loose spheroidal propellant for the center core igniter, which is a component of the igniter assembly and is a component to support 155mm Modular Artillery Charge System (MACS) Load, Assemble, and Pack (LAP) production. The purpose of this market survey (W15QKN-25-X-12H1) is to obtain current information on the capability of potential sources to deliver WC864 Ball Powder to support FY26 - FY31 requirements.

The 155mm M231 & M232-series propelling charges, known as MACS, consist of two (2) different propelling charges that provide a complete zoning solution for 155mm Artillery applications by using multiples of a basic increment. The M231 charges are used at lower zones (Zones 1 & 2), while M232-series charges are used at progressively higher zones as required. The WC864 Ball Powder is used as the igniter within the MACS end-item.

To be considered a capable source for this effort, all interested sources must submit the requested information:

1. Provide evidence of capabilities including an ability to produce the WC864 Ball Powder at a rate of 5,000 pounds per month and ability to surge to 29,000 pounds per month;


2. Past manufacturing experience with artillery 155mm MACS WC 864 Ball Powder within the last ten (10) years;


3. Description of facilities, personnel (numbers, experience, specialized skill sets), key raw material sources, and environmental compliance as it relates to the above production efforts;


4. Provide evidence of in-house Quality Assurance System(s) in order to support this production program;


5. The ability to acquire facilities with sufficient safety clearance to handle, store and transport energetic materials, components and propellant;


6. A general understanding of United States Government (USG) propellant testing requirements including projectiles Ammunition compatibility, and the approval process for Ballistic Fire Tables;


7. Provide company name, address, telephone number, email address, technical point of contact, and company size (please specify as either a Large Business, Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business).

All companies interested in this notice must be registered in System for Award Management (SAM).

This market survey is for informational and planning purposes and shall NOT be construed as a Request for Proposal (RFP). The Technical Data Package (TDP) will be provided upon request for information only. The M231 Type TDP is marked Distribution F (Further Dissemination only as directed by PM CAS). The M232 Type TDP is marked Distribution D, therefore distribution will only be authorized to the Department of Defense (DoD) and United States DoD Contractors. To receive the TDP, contractors are required to submit a signed and completed DD Form 2345, Militarily Critical Technical Data Agreement; AMSTA-AR Form 1350, Technical Data Request Questionnaire; and Non-Disclosure Agreement (NDA).

If the TDP for this effort is provided a Certificate of Destruction form shall be completed and submitted by any contractor in receipt of the TDP, upon this sources sough notice closing.
