The intent and purpose of this Request for Proposal (RFP) is to solicit sealed bids from
licensed mobile radiology companies to provide services to the residents and
employees of Sitter & Barfoot Veterans Care Center (SBVCC). The intent is to
establish a term contract through the solicitation process to provide digital X-rays,
radiology, EKG, Ultrasound, Arterial and Venous Doppler, 2-D Echo, bladder scans,
for residents of SBVCC.
The Sitter & Barfoot Veterans Care Center is located on the campus of the McGuire
VA Medical Center in Richmond, Virginia and is operated by the Virginia Department
of Veterans Services. This facility has two 60 bed skilled nursing units, one 40 bed
secure dementia unit and anticipates opening an additional 40 bed wing in Summer
III. STATEMENT OF NEEDS
All patients under the care of Sitter & Barfoot Veterans Care Center (SBVCC) shall
have available to them comprehensive imaging services. The vendor shall provide
imaging services, upon request to ensure proper diagnosis and care in accordance
with physician orders.
IV. DUTIES OF THE CONTRACTOR
The contractor shall furnish all transportation, labor, supervision, equipment, and
supplies as necessary to perform diagnostic radiology services to the residents of the

images on-site for immediate review by attending physician.

B. Provide twenty-four (24) hour, seven (7) day a week on call service.
C. Response time shall be within three (3) hours after receipt of call requesting
service from SBVCC.
D. Provide diagnostic, radiology testing and interpretation to include: Computed
Radiology (CR) technology, x-rays, ultrasounds, arterial and venous Doppler,
bladder scans, 2-D echocardiogram, 12-lead electrocardiograms and 24 hour
holder monitors as ordered by referring physicians.
E. Provide detailed reporting by reading physician/radiologist within four (4) hours
(regular exam) or two (2) hours (STAT Exam) via telephone for initial preliminary
report post test and the final written report within 48 hours via fax. All reports
will then also be mailed for final hard copy of each report to the attention of the
Medical Records Director.
F. Radiologic Technologies shall be ARRT and licensed in the State of Virginia.
G. Shall have only certified Radiologists and Cardiologists to provide interpretations
on all examinations.
H. No minimum required number of tests per trip required by the contractor.
I. Provide initial and annual employee tuberculin screening chest x-rays on site.

V. DUTIES AND OBLIGATIONS OF THE AGENCY
A. POLICIES AND PROCEDURES: The Agency shall provide written policies and
procedures for resident care, and shall adhere to all state and federal rules and
regulations governing the provision of long-term care services.
B. RESIDENT CHARTS: The Agency shall maintain individual resident charts in
accordance with state and federal regulations. The Agency shall make available
to the vendor for review and inspection, upon reasonable request, individual
resident treatment records necessary for the proper evaluation and treatment of the
resident. The Vendor agrees to maintain the confidentiality of such medical
records in accordance with applicable law.
C. RESPONSIBILITY FOR SERVICES PERFORMED: The Agency shall retain
professional and administrative responsibility for all services provided under this
