RFI-2024-01
The Department of Finance and Administration (DFA), Office of Driver Services and Motor
Vehicle (DSMV) is seeking information regarding best practices for providing technology
services and products that promote access to services for the citizens of Arkansas.
Information from this RFI will be used for possible development of a Mobile Driver’s
License (mDL), mDL app, and for online identity authentication for customers while using
DFA online services.

SECTION 1: OVERVIEW
1.1 INSTRUCTIONS TO RESPONDENTS
A. The State of Arkansas is issuing this Request for Information (RFI) as specified
below. Responses are to be submitted by 12pm CST, 12/15/2023 as an e-mail
attachment in Microsoft or Adobe format. Responses should be submitted to:

1.2 CLARIFICATION OF REQUEST FOR INFORMATION
A. Submit any questions requesting clarification of information contained in this
Request for Information in writing via email to Shane.Phillips@arkansas.gov no
later than 12/03/2023.
1. Written questions must be submitted using Template Q-1 Written Questions.
2. For each question submitted, Prospective Contractor should reference the
specific solicitation item number to which the question refers.
3. Prospective Contractors’ written questions will be consolidated and responded
to by the State as deemed appropriate. The State’s consolidated written
response is anticipated to be posted to the OSP website by the close of
business on 12/06/2023. If Prospective Contractor questions are unclear or
non-substantive in nature, the State may request clarification of a question(s) or
decline to answer.
1.3 DISPOSITION OF RESPONSES
A. All responses become the public property of the State and will be a matter of public
record subject to the provisions of the Arkansas Freedom of Information Act, Ark.
Code Ann. §25-19-101 et seq.
B. Responses should not contain material considered by the respondent to be
confidential under state or federal law for any reason including being proprietary,
copyrighted, or capable of giving an unfair advantage to competitors.
C. The State shall have the right to use all ideas, or adaptations of those ideas,
contained in any response received to this RFI. While responses to this RFI are

optional, all knowledgeable parties are strongly encouraged to provide complete
responses.
D. The Office of Driver Services and Motor Vehicle may exercise the option to further
discuss the details of the response with one or more respondents if it is determined
to be in the best interest of the State.
E. Responding or not responding to this RFI shall not determine any future
partnerships.
1.4 INTENT OF THE RFI
A. The Office of State Procurement (OSP) issues this RFI on behalf of the Office of
Driver Services and Motor Vehicle (DSMV) for planning purposes with the intent
to gather information on potential future strategic opportunities related to the
program area(s) covered. This RFI shall not be construed as a commitment by
OSP or DSMV to solicit contractual offers or award contracts.
B. Review of the responses to this RFI by DSMV will be undertaken primarily to gauge
the aggregate level of qualified interest from potential Contractors, assess the
overall magnitude of the opportunity identified by potential Contractors, and inform
the design of any solicitation(s) and/or eventual program(s). Responses will not be
reviewed on a competitive basis, and DSMV does not intend to establish or publish
any formal results.
1.5 DEFINITIONS
1. mDL – driver’s license or identification card that resides on a mobile device or
requires a mobile device as part of the process to gain access to driver’s license
or state identification.
2. mDL App – software running on a mDL holder’s mobile device, within the context
of this document this includes a standalone app as well as a wallet-type app.
1.6 PURPOSE
A. It is the intent of the Office of Driver Services and Motor Vehicle (DSMV) to solicit
information from qualified Contractors to develop, test, and implement the mDL
and mDL App for online identity authentication for customers while using DFA
online services. Responsibilities would also include managing, supporting, and
overseeing the enrollment of the overall mDL solution and mDL App., establishing
standards and requirements for Arkansas State departments and third-party
entities that want to interface with the mDL App program.
B. Arkansas DSMV maintains approximately 2.5 million driver credentials and issues
an average of 510,000 driver’s licenses and 147,000 state identification cards per
year.
1.7 RESPONSE
The Contractor shall prepare its RFI response simply and economically, providing
a straightforward, concise description of the solution(s) available. The Contractor
shall provide the cost details for implementing the requested solution. Any request
for cost information is for budgetary purposes only.

1.8 GENERAL REQUIREMENTS
A. Solution must follow the American Association of Motor Vehicle Administrators
(AAMVA’s) data elements specifications for DL/ID Card Design Standards.

B. Solution must follow (AAMVA) Mobile Driver License (mDL) Implementation
Guidelines and the International Organization for Standardization
(ISO)/International Electrotechnical Commission’s (IEC) Standards in the
Implementation Guidelines to provide interoperability, offline identity with refresh
option, and driving privilege verification capabilities between devices.

C. To maintain the most current federal and state statutes and mandates, the mDL
infrastructure and solution must be updated for all required upgrades/updates to
the driver’s license system, AAMVA mDL standards/solutions, legislative changes,
or ISO/IEC standards.
D. The solution must allow for Arkansas drivers and State ID holders to have a digital
representation of the information contained on a physical driver’s license or state
identification card through mDL.
E. The solution must allow for Arkansas drivers and State ID holders to use the mDL
as proof of identification for multiple purposes including as a login to validate
authorization to conduct online DFA online services.
F. Customer support must be provided by the Contractor for any questions and
resolving any issues regarding the mDL and mDL App. Customer support shall be
available 24 hours a day, 7 days a week, 365 days a year.
G. The solution must allow other Arkansas State departments to integrate with the
online identity authentication to log in and use other government privileges through
mDL App.
H. The solution must be capable of updating the mDL as updates are made on the
driver’s license or identification card account (address change, suspension,
release, etc.)
I. The Contractor shall conduct testing and training before mDL implementation.
1.9 TIMELINE
In accordance with Act 261 of 2023, the mDL must be implemented by February
1, 2025.
The Contractor’s response must include a timetable that will include product
configuration deployment, testing, and acceptance.

1.10 PROJECT MANAGER
Contractor shall provide a Project Manager (PM) who is familiar with mDL and
who is experienced in project management best practice methodology. The Project
Manager’s Responsibilities shall include but not be limited to:
Serve as the main point of contact.
Work with DFA project team to prioritize and plan the activities for the duration
of the engagement.
Establish lines of communication and frequency of reporting.
Review and communicate the status of the project with periodic status reports
and/or conference calls that highlight performance on planned tasks, as well
as any issues or other areas requiring attention by DSMV, customer, or
Contractor.
Monitor quality of the project and establish effective communications with
Arkansas DSMV staff, while maintaining focused, high-quality effort through
project completion.
Create an implementation schedule with all necessary tasks and associated
timelines.
Attend any appropriate Customer, Contractor, DSMV Planning meetings that
require PM participation and provide follow-up Action Items.
Generate project status report
Schedule resources for tasks associated with the project.
Perform risk and issue management.
Escalate any issues that may inhibit project progress to DSMV Management.
Project closeout and completion.
SECTION 2: CONTRACTOR RESPONSE TO RFI
Responses are encouraged from all knowledgeable parties. It is recommended to format
responses to coincide with the structure of this section.
2.1 APPROACH AND EXPERIENCE
A. Describe your organization’s approach and experience in implementing an mDL
solution that includes the mDL stored in a credential mobile device App and any
applicable hardware or software recommended or required to use and support the
mDL solution.
B. Describe your organization’s approach and experience in implementing an mDL
App to be used by citizens to authenticate access to conduct DFA online services.
C. Describe enhancements and/or modifications your organization would recommend
from your organization’s previous implementation experience.
D. Describe your organization’s experience transitioning and implementing projects
of similar scope and size.
E. Provide a sample implementation plan and transition timeline from a previous
project similar in scope and size.
