1.1 Notice to Bidders

The Development Authority of the North Country (Authority) is issuing this Invitation For Bids (IFB) for the furnishing of all construction, products, commodities, labor, equipment and material necessary for the construction of Cell 14 and the associated infrastructure at the Materials Management Facility.

1.2 Important Dates:

March 12 ^th , 2025 at 1:00 PM: Optional Pre-Bid Meeting at Materials Management Facility

. All attendees of the pre-bid meeting are required to have safety shoes and a safety vest to complete the site visit portion of the meeting.

March 17 ^th , 2025 by 4:00 PM: Question Period Closes

No questions will be accepted after this date. Answers to questions will be provided as soon as possible, but no later than 3 days prior to the bid due date... Answers will be provided to all prospective bidders who have downloaded the bid package for this project from the Authority’s website. An email notification will be sent that informs bidders that new information has been posted to the Authority’s website and is available for review and download.

March 28 ^th , 2025 at 1:00 PM: Sealed Bids Due

Sealed Bids will be accepted at the Materials Management Facility (23400 NYS 177, Rodman NY 13682) until 1 PM on March 28, 2025 at which time they will be publicly opened and read.

Primary Point of Contact: Pursuant to the Procurement Lobbying Law, the Authority has designated one person who may be contacted by Bidders regarding this procurement and shall require disclosure from Bidders of persons or organizations designated, retained or employed to attempt to influence the procurement process using the “Certification Pursuant Procurement Lobbying Law” form (See Appendix B). For each item specified on the Quantities for Canvas of Bids an award will be to the lowest Responsive and Responsible Bidder submitting a Bid that complies with all requirements. Complete details on the scope of this Construction Project (labor, equipment, materials, supplies, products, items, parts, construction items, Work) requested and other requirements can be downloaded from the Development Authority’s website at www.danc.org/bids by clicking on the bid name and logging in to the Authority’s Customer Portal.

The attention of the Bidders is particularly called to the requirements as to the conditions of employment applicable to Bidder to be observed and minimum wage rates to be paid its employees under the Contract.

The Development Authority reserves the right to reject any or all Bids received or to award partial Bids to more than one Bidder.
