The City of Pontiac seeks qualified contractors to provide all labor, materials, equipment, and supervision for the reconstruction of Martin Luther King Jr. Boulevard from Woodward Avenue to South Boulevard East, including the full replacement of the bridge over the Grand Trunk Western Railroad (GTWRR). This project encompasses approximately 0.5 miles of roadway and associated infrastructure. Work includes complete pavement and structure removal, installation of new jointed plain concrete pavement, curbs, gutters, sidewalks, storm sewers, drainage structures, noise barrier walls, mechanically stabilized earth walls, bridge superstructure and substructure, lighting, traffic control, and site restoration. All work must be performed in compliance with Michigan Department of Transportation (MDOT) standards, applicable City of Pontiac requirements, and coordination with GTWRR for rail-related activities.
Martin Luther King Jr. Boulevard is a major east–west corridor in the City of Pontiac, serving residential, commercial, and industrial areas and providing critical connectivity to Woodward Avenue and South Boulevard East. The existing roadway consists primarily of five travel lanes, with a landscaped boulevard section near Woodward Avenue and additional turn lanes at South Boulevard. The pavement surface and bridge structure over the GTWRR have reached the end of their service life, exhibiting structural deterioration, safety concerns, and substandard drainage facilities.
Reconstruction is necessary to enhance roadway safety, improve traffic flow, meet current design and accessibility standards, and extend the service life of the corridor. The project includes full-depth pavement replacement, geometric improvements, ADA-compliant sidewalk ramps, upgraded drainage infrastructure, and a modernized bridge structure capable of accommodating projected traffic volumes. This investment supports the City’s long-term infrastructure improvement strategy and will reduce maintenance costs while improving mobility for motorists, pedestrians, and cyclists.
