The purpose of this corrected synopsis is to add the required anticipated value of the action. The approximate value of this procurement will be $28,000,000.

Issue Date: 14 August 2024 - Closing Date: 28 August 2024 - Time: 2:00 PM Eastern Daylight Time (EDT)



The Naval Surface Warfare Center, Crane Division intends to solicit this contract on a full and open competition basis IAW FAR 6.203 after exclusion of sources as a small business set-aside IAW FAR 19.502-2.



The Naval Surface Warfare Center, Crane Division intends to procure 5.56mm cartridges, Reduced Ricochet Limited Penetration (RRLP), MK 255 MOD 1, DODIC AA17, to support the mission requirements of the Naval Special Warfare Command (WARCOM) and the United States Special Operations Command (USSOCOM). The Government anticipates this procurement will culminate in the award of a five (5)-year, Firm-Fixed-Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) supply contract, in accordance with FAR Part 12 Acquisition of Commercial Products and Commercial Services. The units procured under this requirement shall be manufactured in accordance with the Statement of Work (SOW), Contract Data Requirements List (CDRLs), and Performance Specification. Delivery terms are F.O.B Destination, Inspection and Acceptance performed at origin. Data deliverables are in accordance with Contract Data Requirements Lists, DD 1423's and will not be separately priced.



Delivery requirement is 750 boxes (1 box = 1,740 rounds) 180 days after receipt of fully funded order, and 1000 boxes every 60 days thereafter until the order is complete. In the event the Government places another order while deliveries are still outstanding on any previous order, delivery will begin no earlier than 60 days after the latest scheduled delivery date for current production runs ordered under the same contract. Early delivery will be allowed and encouraged at no additional cost to the Government.



As part of the proposal submission, 2,500 cartridges will be required as product samples. The product sample must be in conformance to all specifications and standards outlined in the



Request for Proposal (RFP). Product samples will be evaluated with a two (2)-step process. Product samples that pass the Go/No-Go criteria will then be evaluated under the full evaluation criteria. Product samples shall be provided at no cost to the Government.



The Government intends to award to the responsible offer whose offer constitutes the best value to the Government, considering technical, past performance, and price-related factors. The items being purchased will be manufactured and packaged in accordance with a technical data package (TDP), including Specification DTL-JXNN-F17-0020 REV A CHG 0, Statement of Work, and associated drawings. Military packaging shall be required for these components. The TDP has been posted to SAM.gov via the PIEE Solicitation Module along with this synopsis.



This procurement falls under the National Technology and Industrial Base (NTIB). A Pre-Award Safety Survey will be required prior to award of the contracts to ensure contractor compliance with the requirements of DFARS 252.223-7002 and 252.223-7003.
