   1. Notice to Bidders: Bidders to submit sealed bids for Project as described in this Document and in accordance with the Instructions to Bidders.
   2. Project Description:

1. Bids will be on a stipulated sum basis.
2. The Owner requires the Project to achieve Substantial Completion by July 31st, 2026.
3. A prebid meeting will be held at the Project site at 2:00 PM local prevailing time on March 17th, 2026. Bidder attendance is optional.
4. The Owner will receive bids until 10:00 AM local prevailing time on March 31st, 2026. Bids received after this time will not be accepted. Bids will be publicly opened and read in the City Council Chambers of City Hall at the above time. The bids may be awarded by the City Council of the City of Mitchell at their regular meeting.
5. Plans and specifications are on file at the office of the Finance Officer. Plans and specifications may be ordered at the office of the City Engineer.  An electronic copy of the plans and specifications may also be obtained on the City of Mitchell’s website www.cityofmitchellsd.gov.
6. Bidders are required to provide bid security in the form of a bid bond or certified check in a sum no less than 5 percent of the bid sum.
7. Bid are required to be submitted under a condition of irrevocability for a period of 30 calendar days after submission.
8. The Owner reserves the right to waive irregularities and to accept or reject any and all bids.
