Sealed proposals are requested by the San Antonio Water System for the drilling and construction of a new groundwater production well and installation of a new pump on another existing well for the Mission Pump Station Well No. 9 Project, SAWS Job No. 20-6006.

An in-personnon-mandatory Pre-Proposal Meeting will be held at 9:00 A.M.(CDT) on April 8, 2026,at the location below:

A non-mandatory site visit will be held at 10:30 A.M. (CDT) on April 8, 2026, at Mission Pump Station, 615 Theo Parkway, San Antonio, Texas 78210. See Attachment A -Site Visit Procedures to attend the site visit meeting.

(CDT) on April 15, 2026. Answers to the questions will be posted to the web site by 3:00 P.M. (CDT) on April 22,2026, as a separate document or included as part of an addendum. Be advised that firms responding to this RFCSP ( Respondents) are prohibited from communicating with any other SAWS staff, the Consultant, or COSA officials regarding this RFCSP up until the contract is awarded as outlined in the Instructions to Respondents .

Proposals will be received electronically only, until 2:00 PM (CDT), May 7, 2026 May 14, 2026 . Electronicproposals will be received via the secure SAWS FTP site.  See the Electronic Proposal Opening Instructions attachment for additional information regarding an electronic proposal submittal.  Electronic proposals shall be accompanied by a bid bond in an amount not less than five percent of the total proposal price.  (Or, if providing SAWS with a cashier's check or certified check in an amount not less than five percent of the total proposal price, SAWS will request this within 24 hours from the Respondent who did not submit a bid bond).  Proposals will then be publicly opened and read aloud by Contract Administration via WebEx.

Small Business Opportunities Program (SBOP) Participation
* Scoring Method: Up to 10 Points (by percentage) for meeting or exceeding the
aspirational 16% SBOP goal. Points will be assessed on a tiered scale.
* All firms in the organizational chart must also be listed in the Good Faith Effort
Plan.
* Eligibility for SBOP Points:
Local-area office in one of the following counties: Bexar, Comal, Guadalupe, Hays, Kendall,
Travis, or Williamson.
Must be Small Business Enterprise (SBE)-certified through Supply SA. https://www.supply-

* Post-award, use of the S.P.U.R. System will be contractually required to report
payments to all subconsultants (SBE and non-SBE, local and non-local).

SBOP Scoring
* Up to 10 Points may be earned for meeting or exceeding the 16%
aspirational SBOP goal. SBOP Points will be assessed on a tiered
scale:
- Local SBE Participation between 1.00% - 3.99%: Two (2) SBOP Points
- Local SBE Participation between 4.00% - 8.99%: Four (4) SBOP Points
- Local SBE Participation between 9.00% - 12.99%: Six (6) SBOP Points
- Local SBE Participation between 13.00% - 15.99%: Eight (8) SBOP Points
- Local SBE Participation meeting or exceeding 16.00%: Ten (10) SBOP Points

Good Faith Effort Plan (GFEP) FAQs
* Q: Is the 16% SBOP goal mandatory?
A: No, it is not mandatory. Respondents that meet the goal may earn all SBOP points. Proposing less than
the aspirational goal will result in fewer SBOP points awarded. If the goal is not met, proof of outreach
efforts is required with the RFCSP submittal.
* Q: As the prime contractor, if my business is SBE-certified, do I need to find SBE-certified subconsultants?
A: A prime contractor that is local and is SBE-certified will most likely meet the goal. However, the GFEP is a
required document and needs to be submitted even if you, as the prime, fulfill the goal.
* Q: Do I need to include all my subconsultants in the GFEP or just those that qualify toward the SBOP goal?
A: All tiers of subconsultants need to be included in the GFEP, even those that do not count towards the
SBOP goal. (I.e., Include subconsultants that are not SBE-certified and not local.)
* Q: What if I have questions about the GFEP or am having trouble finding SBE-certified subconsultants?
