Pursuant to the Port St. Lucie City Code of Ordinance 35.07, this electronic Invitation for Bid (IFB) is being issued to establish a contract with a qualified proposer who will provide Minsky Gym Renovation Project to the City of Port St. Lucie (hereinafter, “City”) as further described in this IFB.
The City of Port St. Lucie is seeking qualified General Contractors to provide all labor, materials, equipment, and supervision necessary for interior and exterior repair work at the Minsky Gymnasium. The project includes removal of existing wall coverings and insulation on all four walls and installation of new metal stud framing, insulation, impact-resistant drywall, and interior finishes.
Work also includes removal and reinstallation of wall-mounted items as required, investigation and selective replacement of water-damaged materials, installation of roof fasteners, sealants, flashing, gutters, and downspouts, and coordination with electrical and mechanical systems to maintain a complete and watertight building envelope. The contractor shall protect the existing gym floor throughout construction and provide daily debris removal and site cleanup.
All work associated with this project shall be included in the base bid. Contractors are strongly encouraged to review existing conditions during the pre‑bid meeting, including areas requiring closer inspection. The City reserves the right to issue addenda to clarify or refine the scope based on field observations.
Attendance at the pre‑bid meeting is strongly encouraged. Contractors are responsible for reviewing existing conditions and all information presented during the meeting. Contractors who do not attend remain fully accountable for understanding the project requirements and site conditions.
Minsky Gym is a pre-engineered metal building where the insulation was originally left exposed. Over time, roof leaks and impact from basketball use have caused the insulation to tear and become stained. This project is intended to replace the existing insulation, address any leaks or deficiencies, and construct new interior wall systems within the gym.
The City would like to minimize disruptions to ongoing programming. Where feasible, the contractor should plan for phased construction or after-hours work to allow for partial operation of the gymnasium during the project.
