Brief Description: MnDOT requests letters of interest for a contractor to assist with the development of the first statewide Speed Management Action Plan. This plan is intended to characterize Minnesota’s speeding-related safety problems and speed management issues, identify appropriate engineering, enforcement, and educational countermeasures and strategies, and outline actions the State and other partners can take to implement strategies to reduce speeding and speeding-related fatal and serious injury crashes. PROJECT SPECIFIC INFORMATION
Project Overview
MnDOT requests letters of interest for a contractor to assist with the development of the first statewide Speed
Management Action Plan. This plan is intended to characterize Minnesota's speeding-related safety problems and speed
management issues, identify appropriate engineering, enforcement, and educational countermeasures and strategies, and
outline actions the State and other partners can take to implement strategies to reduce speeding and speeding-related
fatal and serious injury crashes. This Plan will facilitate coordination and cooperation among various agency stakeholders
including road planners, designers and managers, enforcement officials, public health practitioners, and policy-makers to
implement a sustainable speed management program, and to target the most cost-effective and feasible countermeasures
where they will have the greatest safety benefits.
Project Goal
The goal of this project is to develop the Speed Management Action Plan, which will serve as a guidance plan for setting
priorities and actions to further reduce speed related fatalities and serious injuries due to motor vehicle crashes in
Minnesota. The selected contractor will work closely with a Project Team established by the MnDOT Office of Traffic
Engineering (OTE), Department of Public Safety (DPS) Office of Traffic Safety (OTS), Minnesota State Patrol, the Advisory
Council on Traffic Safety (ACTS), and other stakeholders to analyze crash data and trends, conduct outreach and
consultation with traffic safety stakeholders, facilitate discussions to determine decisions or resolutions, set targets and

performance measures, create action-oriented strategies for moving toward zero deaths in Minnesota, and create the
Minnesota Speed Management Action Plan (SMAP).
The project will be divided in the following main tasks, listed in greater detail below.
1. Project Management
2. Crash analysis and societal impacts due to speed related crashes
3. Analysis of adjudicated speeding ticketing and fines on a statewide and regional basis
4. Review and incorporate the developed target speed and speed management literature review and transportation
research synthesis.
5. Development of the Speed Management Guide that will provide designers and project managers guidelines and
best practices for speed management infrastructure strategies based on roadway type and land use context.
6. Developing tools for winter weather and other speed messaging, and targeting public engagement for the effective
discussion on speed management during the project development process.
7. Develop materials for promoting, messaging, and communicating the effectiveness of speed safety cameras.
8. Advise, comment, and inform the various efforts regarding speed management, target speed, and other speed
related efforts internal to MnDOT, ensuring consistent communication during the development of the Facility
Design Guide Target Speed guidance, the Task 4 research synthesis, and the speed management guide in Task
5.
9. Development of pilot trainings for newly developed tools (such as the Road Safety Information Center) for law
enforcement to develop enforcement related speed management action plans in their region.
10. Development of the final plan based on the tasks listed here, highlighting findings, actions, and recommendations.
The SMAP should align with other current Statewide Transportation Plans and Policy Directives such as the Statewide
Multimodal Transportation Plan (SMTP), Strategic Highway Safety Plan (SHSP), Statewide Pedestrian System Plan, State
Highway Investment Plan, and other policy and practice initiatives within Minnesota.
Scope of Work and Deliverables
The following tasks are to be completed under this contract. A description of the work to be performed, including
anticipated deliverables, is provided below. It is anticipated that all tasks will be completed within 24 months of contract
execution.
Task 1: Project Management
The contractor will work closely with a Project Team established by MnDOT throughout the course of the project. The
Project Team is expected to include representation from the MnDOT Office of Traffic Engineering; MnDOT's SMAP Program
Management Support Contractor; the Minnesota Department of Public Safety; and other functional areas as appropriate.
This task is anticipated to include the following:
1. Participate on the Project Team by contributing to agenda development, attending Project Team meetings,
presenting technical information, contributing to an overall issue and resolution action log tracker, and leading
various agenda item discussions to gather input and feedback. In addition, the selected contractor will assist with
and/or facilitate discussions with the Project Team to finalize decisions and resolutions critical to the plan
development. Project Team meetings are anticipated to occur twice per month for the first three months and
monthly thereafter for the duration of the project.
2. Prepare and send a monthly email to the Project Team highlighting what is completed, what is being worked on,
and what they could be expecting to review (with deadlines included).
3. Prepare monthly progress reports and invoices.
Task 1: Deliverables

Task 2: Crash and Speed-related Data Analysis
The contractor will work with the Project Team to summarize and analyze crash data, and other relevant data sources, and
will provide technical support to inform the development of the SMAP. This task is anticipated to include the following:
1. Obtain MnDOT's crash records database from 2017 to present and coordinate with the Project Team regarding the
specific analyses of the data related to speed-related fatal and serious injury crashes.
2. Conduct analyses of the speed-related fatal and serious injury crashes to identify crash trends, priority crash types,
causal characteristics, regional variations and to identify/describe at-risk types (e.g. older drivers). At-risk types
should focus on the various types of people and users, the roadway, and the environment.
3. Present and gather input from the project stakeholders on the analyses and update as needed.
4. Prepare a Technical Memorandum including graphs, charts, tables and illustrations that document the results of
the analyses.
Task 2: Deliverables

Task 3: Analysis of adjudicated speeding ticketing and fines on a statewide and regional basis
The contractor will work with the Project Team to summarize and analyze adjudicated speeding tickets, known warnings
and non-adjudicated speeding citations, and other relevant data sources, and will provide technical support to inform the
development of the SMAP. This task is anticipated to include the following:
1. Obtain DPS, State Patrol, and Local Law Enforcement citation data from 2017 to present and coordinate with the
Project Team regarding the specific analyses of the data related to fatal and serious injury crashes.
2. Conduct analyses of the citations to identify trends, priorities, causal characteristics, regional variations and to
identify/describe at-risk types (e.g. older drivers). At-risk types should focus on the various types of people and
users, the roadway, and the environment.
3. Present and gather input from the project stakeholders on the analyses and update as needed.
4. Cross analyze citation data with Task 2 crash analysis to determine correlations and connections.
5. Prepare a Technical Memorandum including graphs, charts, tables and illustrations that document the results of
the analyses.
Task 3: Deliverables
1. Draft and Final Technical Memorandum 1

The contractor will develop an infrastructure engineering and law enforcement user friendly Speed Management Guide
document that will include summarized content, supporting data, and graphics for external practitioners. This task is
anticipated to include the following:
1. Develop and highlight potential best practices or considerations for agencies to use for speed management, both
with engineering roadway design, and enforcement strategies.
2. Develop and highlight potential best practices or considerations for agencies to have more effective engagement
when promoting target speed, speed management, and enforcement initiatives with the public.
3. Create a draft outline for the Speed Management Guide document for review and approval by the Project Team.
4. Develop the entire draft and final guidance document, which will contain detailed data, supporting data, graphics
and other materials to support project managers, engineering designers, and enforcement.
5. Develop the document in compliance with MnDOT's publishing guidelines and in compliance with State of
Minnesota's Accessibility Standard (http://mn.gov/oet/images/Stnd_State_Accessibility.pdf), which includes
compliance with Section 508 of the Rehabilitation Act (as amended). Additional accommodations should be
considered as well, including making data and graphics accessible for all.
6. The document should be less than 30 pages in total length.
7. Develop a powerpoint presentation that can be shared and used for engineers, engineering designers, and roadway
project managers.
8. Final materials and a presentation to share with a broad audience about the process, findings, and outcomes of the

Task 6: Advise, comment, and inform the various efforts regarding speed management, target speed, and other speed
related efforts internal to MnDOT
1. MnDOT and other State partners have several parallel efforts to improve engineering design, speed management,
and other roadway engineering efforts occurring. This task would be to ensure consistent communication during
the development of the Facility Design Guide Target Speed guidance, the Task 4 research synthesis, and the speed
management guide in Task 5.
2. The task will entail reviewing several developing documents to ensure consistency in vision and application across
the state.
Task 6 Anticipated Duration: Throughout

3. Contractor to familiarize themselves with such tools the Department of Public Safety Road Safety Information
Center and/or the Toward Zero Death Safety Predictor Tool. Subject Mater Experts, key contacts, and software
documentation from the development of these programs will be made available.
4. Work with law enforcement managers and tool experts to develop a pilot enforcement related speed management
action plan for one region with the intended audience being law enforcement management to help direct efforts
for speed management across a region. The contractor may use one or both tools to develop the pilot plan.
5. Provide a one day workshop to go over current issues and hurdles, and reach resolution on how to move forward.
6. Work with law enforcement officers and tool experts to develop a pilot enforcement related speed management
training course for individual in-field officers to help understand speed management across a region and to select

The contractor will develop the draft and final plan for the Speed Management Action Plan that will include summarized
content, supporting data, findings, actions and recommendations of the tasks listed in this document. This task is
anticipated to include the following:
1. Create a draft outline for the Speed Management Action Plan document for review and approval by the Project
Team.
2. Develop the entire draft and final document, which will contain detailed data, supporting data, actions,
recommendations, graphics, and other materials.

Quality Management Plan (QMP) and Quality Assurance and Quality Control (QA/QC) Procedures.
The successful responder will develop a project specific QMP that specifies how Contractor will perform QA/QC activities
throughout the duration of the project to ensure delivery of a quality product in a timely manner that conforms to
established contract requirements. The successful responder will be required to submit the project specific QMP to State's
Project Manager for approval within five business days of Notice to Proceed.

Responder Requirements
In order to be eligible as a responder to submit a letter of interest to this project, the prime consultant must 1) be pre-
qualified in at least of one work type identified on the project, 2) be pre-qualified at the time the project is posted, 3) add
value to the project, and 4) appear on the Official List posted with the project. The "Official List," identifies the consultants
who are eligible to submit for this specific project.
If the responder meets the eligibility requirements above but is not pre-qualified for the remaining work types deemed
necessary for project, they must make arrangements to subcontract with firms that are pre-qualified in those work types.
When applicable, the consultant must identify in the letter of interest their sub-consultant(s), and which work type(s) the
sub-consultant(s) will be completing. If there are not firms currently listed on the "Official List" for an identified work
type(s), the consultant may provide the work themselves or they may subcontract with any firm.

MnDOT anticipates posting answers to all questions received by 2:00PM Central Time on 05/19/2026.
No other MnDOT personnel are allowed to discuss this Announcement before the letter of interest submission deadline.
Contact regarding this announcement with any personnel not listed above could result in disqualification.
LETTER OF INTEREST CONTENT AND FORMAT
The letter of interest must adhere to the following format. Items 1 through 6 must fall within the Letter of Interest page
limit identified in the "Page Limits" table below.
1. Contact Information
The purpose of this section is for the responders to identify their contact information. Responder's must list the company's
full legal name, business address, contact person's name and title, telephone number, fax number and e-mail address (as
available).
2. Eligibility
The purpose of this section is for responders to confirm that they, and (if applicable) their subcontractor(s) are pre-qualified
in the required work type(s).
3. Project Understanding
The purpose of this section is for the responders to demonstrate their understanding of the project. Responders must
clearly state their understanding of the project objectives, goals, and tasks to show or demonstrate their view of the nature
of the project. Responders should demonstrate their understanding by using their own words rather than simply repeating
what is listed in the announcement.

4. Responder Experience & Qualifications (Company & Key Personnel)
The purpose of this section is for responders to provide information detailing the background and experience of the
company, and the project personnel.
Desired Skills/Qualifications
1. Experience with conducting crash and data analysis, collecting speed data and samples, and other traffic
engineering type studies.
2. Experience with assessing various traffic safety countermeasures and strategies
3. Experience conducting equitable and inclusive stakeholder outreach and engagement
4. Knowledge of Minnesota's SHSP or other states' SHSPs and SMAPs
5. Experience in developing a statewide plan
6. Experience in developing and delivering training to a broad audience on technical concepts
a. Provide an outline of their background and experience, addressing any minimum requirements (if applicable) with
examples of similar work done.
b. List the personnel who will be working on this project, specifically detailing their training and work experience.
c. Resumes can be provided in a separate appendix. Refer to the Page Limits section for additional information.
If subconsultants are to be used on this project, responders must also outline their background and experience, including
examples of similar work done by each subconsultant. Responders must also provide a list of the subconsultants' personnel
who will perform work on the project, detailing their training and work experience.
Note that no change in personnel assigned to the project will be permitted without the written approval of MnDOT's
Project Manager.
Qualification and experience of the "firm" should be demonstrated by the experience of the personnel proposed.
MnDOT performance evaluation data (for similar services) may be taken into consideration as part of this rating factor.
5. Work Plan - Project Approach
The purpose of this section is for responders to present their work plan. Responders must provide a detailed work plan,
which must identify the major tasks to be accomplished. Responders must be sure to not only describe what will be done
but explain how each task will be accomplished. These tasks will be used as a scheduling and management tool, as well as
the basis for invoicing. The detailed work plan must present:
a. The Overall Project Approach
b. A Breakdown of the Project Tasks, detailing the tasks, and how they will be completed
c. Deliverable Due Dates and an Overall Project Schedule
d. A List of Personnel Working on the Project, including details of each person's role, by task
Artificial Intelligence. In its breakdown of each Project Task, responders must also disclose whether it intends to use any
artificial intelligence technologies, either directly or indirectly, to accomplish Project Tasks and if so, a detailed description
of such technologies and how they will be used. See "General Requirements" below for additional information regarding
the use of artificial intelligence.
6. Deliverables
Responders must provide a clear and detailed description, format, and schedule of the deliverables to be provided in order
to meet the needs of the project.
7. Forms, Documents and Certifications
Responders must complete and submit all required forms, documents, and certifications, required under any other section
of this Announcement. These forms, documents and certifications will NOT be included in any page limit set for this
Announcement, as applicable.

RESPONSE EVALUATION
Representatives of MnDOT will evaluate all letters of interest received by the deadline. In some instances, an interview may
be part of the evaluation process. A 100-point scale will be used to create the final evaluation recommendation. The factors
and weighting on which letters of interest will be judged are broken down in the following table:

Letters of Interest will be evaluated, and a successful responder will be chosen based on qualifications only. The successful
responder will be required to submit a detailed scope of services and budget promptly after notification of selection.
MnDOT and the successful responder will then meet to negotiate the final scope of services and compensation. If MnDOT
and the successful responder are unable to agree upon a scope of services and compensation within a reasonable time (as
determined by MnDOT, in its sole discretion), then MnDOT may declare negotiations to be at an impasse and may
commence negotiations with the next highest-ranked responder.
GENERAL REQUIREMENTS
Responders must adhere to all terms of this announcement.
Late letters of interest will not be considered. Fax responses will not be considered. All costs incurred in responding to this
announcement will be borne by the responder.
1. Unenforceable Terms
As of July 1, 2025, certain terms are unenforceable in state contracts. See Minnesota Statutes 16C.05 subdivision 8.
a. A contract entered into by the State will not contain a term that:
i. Requires the State to defend, indemnify, or hold harmless another person or entity, unless specifically authorized
by statute;
ii. Binds a party by terms and conditions that may be unilaterally changed by the other party;
iii. Requires mandatory arbitration;
iv. Attempts to extend arbitration obligations to disputes unrelated to the original contract;
v. Construes the contract in accordance with the laws of a State other than Minnesota;
vi. Obligates state funds in subsequent fiscal years in the form of automatic renewals as defined in section 325G.56; or
vii. Is inconsistent with Chapter 13, the Minnesota Government Data Practices Act.
