The purpose of this RFP and resulting Contract is to provide Exception Reviews of the Minimum Data Set (MDS) assessments of nursing facilities' residents in order to ensure accuracy for the overall benefit of the residents, ODM, and the facilities. ODM requires Exception Reviews of Nursing Facility (NF) MDS assessments to be performed on a statewide basis. The Selected Offeror would be expected to utilize MDS analytical software to be made available to ODM staff, enabling ODM to independently identify inconsistencies in nursing facility submitted data and develop risk models. The MDS Exception Review process evaluates: Clinical inconsistencies, Resource Utilization Group (RUG) distribution outliers, significant quarterly Case Mix Index (CMI) changes, presence of specified software issues by State and NF providers, RUG data fields, Centers for Medicare and Medicaid (CMS) Quality Measures, statewide data comparisons, rehabilitation levels, results of prior MDS reviews and other risk factors.

As prescribed in Section 6.5, the Offeror’s total complete proposal submission (the original Technical and Cost Proposals, all required copies, and the electronic copies (USB drives)) must be received by ODM no later than 2:00 p.m . EST on February 27 , 2025.
