This is a Special Notice of intent to procure one (1) MINI-PAM-II Photosynthesis Yield Analyzer System, including an underwater fiber optics cable, for use in controlled laboratory experiments on ESA-listed coral species. This scientific instrument measures photosynthetic efficiency and sub-lethal stress responses, enabling NOAA researchers to assess coral thermal tolerance during heat stress trials conducted at NOAA laboratory facilities in the U.S.-affiliated Pacific.





The Pacific Islands Fisheries Science Center (PIFSC) requires the purchase of:





One (1) MINI-PAM-II Photosynthesis Yield Analyzer System with the following technical specifications:




  • Instrument Type: Pulse-Amplitude Modulated (PAM) Fluorometer

  • Model: MINI-PAM-II

  • Measurement Capability:

    • Single-turnover chlorophyll fluorescence for assessing photosynthetic efficiency (Fv/Fm)

    • Rapid Light Curves (RLC)

    • Non-photochemical quenching (NPQ)



  • Detection Parameters:

    • Quantum yield of photosystem II

    • Relative Electron Transport Rate (rETR)

    • Effective quantum yield (Y(II)), Y(NO), Y(NPQ)



  • Light Source:

    • High-intensity LED measuring light

    • Saturation pulse intensity adjustable up to 20,000 μmol photons m⁻² s⁻¹



  • Underwater Fiber Optic Cable:

    • Specialized underwater fiber optic adapter and probe

    • Minimum 2-meter fiber length, rated for submersion

    • Enables in situ or aquarium-based measurement of coral samples



  • Data Storage and Connectivity:

    • Integrated data logger with internal memory

    • USB or Bluetooth interface for data download and control



  • Power Supply:

    • Rechargeable battery (minimum 8 hours runtime)

    • AC power adapter included



  • Software:

    • Includes data analysis software compatible with Windows OS



  • Portability:

    • Compact and lightweight, suitable for lab or field deployment



  • Calibration:

    • Factory calibrated; user calibration routines included





PIFSC proposes to purchase the required instrumentation on a sole source basis from Bay Instruments LLC. The Government intends to acquire the equipment using FAR Part 12, Acquisition of Commercial Items in conjunction with FAR Part 13, Simplified Acquisition Procedures.





The Government intends to negotiate a firm-fixed-price purchase order with an approximate delivery date of October 1, 2025. The NAICS code for this procurement is 334516 with a corresponding size standard of 1000 employees.

SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS.
