City of Panama City (Owner) is requesting Bids for the construction of the following Project: Millville Wastewater Treatment Plant Generator Replacement Bids for the construction of the Project will be received via the City of Panama City’s Bonfire Portal at

until Wednesday, December 11, 2024, at 2:00 p.m. CT. At that date and time, the Bids received will be publicly opened and read in Room 010.
The Project includes the following Work:
Replacing the existing 1.5MW generator serving the plant with a new standby power system to fully serve the Millville Wastewater Treatment Plant, including all process equipment, backup equipment, office facilities, testing facilities, and lighting.
The Project has an expected duration of 270 days.

Pre-bid Conference
A pre-bid conference and site visit for the Project will be held on Wednesday, November 13, at 9:00 am CT at the Millville Wastewater Treatment Plant located at 1800 E. Third Street, Panama City, FL 32401. Attendance at the pre-bid conference is encouraged but not required.
Instructions to Bidders
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
The City of Panama City reserves the right to accept or reject any and all bids, proposals, competitive or otherwise, in whole or in part, to waive minor informalities in the solicitation documents, to obtain new bids, or to postpone the bid opening pursuant to the City's purchasing policies as they may deem in the best interest of the City.
Panama City reserves the right to accept any Bids deemed to be in the best interest of the City, to waive any minor irregularities, scrivener's errors, minor omissions, minor deviations, and/or technicalities in any Bids, or to reject any or all Bids and to re-advertise for new Bids, in accordance with the applicable sections of the Florida Statutes, the City Charter and City Code, and this Invitation to Bid (ITB). The responsibility for submitting a Bid before the stated time and date is solely and strictly that of the Responsive Bidder. The City is not responsible for any delayed, late, lost, misdelivered, or non-delivered Bids, no matter the cause.
