City of Panama City (Owner) is requesting Bids for the construction of the following Project:
Millville AWT Odor Control Installation
City Bid No. PC25-025
Bids for the construction of the Project will be received electronically by the City of Panama City Purchasing Division, until June 11, 2025, at 2:00 p.m. CT. At that time, all Bids received will be publicly opened and read at City Hall Room 010 located at 501 Harrison Avenue, Panama City, FL 32401.
The Project consists of the following components which are described in detail in the bid documents and include the following Work:
The project will consist of installing a City provided odor control system and shall include piping, air duct installation, concrete, electrical, and process mechanical. The odor control system consists of a self- contained biological treatment unit. The City will only provide the odor control package unit and the Contractor will be responsible for providing all materials to successfully implement a working odor control system. Modifications to the existing headworks will be required to install the new equipment. Upon completion of the startup the contractor shall coordinate a startup and balancing of the new system.
The Project has an expected duration of 180 days.
Non-Mandatory Pre-bid Conference A non-mandatory pre-bid conference for the Project will be held on May 21, 2025, at 2:00 p.m. CT in Room 010 of City Hall located at 501 Harrison Avenue, Panama City, FL 32401. Attendance at the prebid conference is encouraged but not required.

The City of Panama City reserves the right to accept or reject any and all bids, proposals, competitive or otherwise, in whole or in part, to waive minor informalities in the solicitation documents, to obtain new bids, or to postpone the bid opening pursuant to the City's purchasing policies as they may deem in the best interest of the City.
