The US Army Corps of Engineers (USACE), Savannah District, is conducting market research to identify potential parties having interest in and capability of performing construction specialty trade services to construct a military working dog kennel at Hunter Army Airfield in Savannah, Georgia.
Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small business (in full or in part) or procured through full and open competition. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluation will be provided to companies regarding their submissions. The Government will consider feedback received in determining if a small business set-aside is appropriate for this when it issues the solicitation package anticipated mid-3rd quarter with an award this fiscal year.

If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement.
- The applicable NAICS code for this requirement is 236220- Commercial and Institutional Building Construction with a Small Business Size Standard of $45M. The Product Service Code is Y1AZ- Construction of Other Administrative Facilities and Service Buildings. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement.
- Construction Magnitude: The estimated magnitude of this construction project is between $10,000,000 and $25,000,000 (DFARS 236.204).
- Project Description: The US Army Corps of Engineers (USACE), Savannah District, has a new requirement to award a Firm Fixed Price Contract to construct a SOF Military Working Dog (MWD) Kennel (approximately 11,000 SF) at Hunter Army Airfield, GA to include kennel administration offices, veterinary exam and surgical suite, isolation area, operating room, TA-50 locker area, latrines with showers, tack room, food preparation and storage areas, indoor and outdoor kennels, and building utility support areas. Built-in building systems include fire alarm/mass notification, fire suppression, HVAC, energy management control system, electrical systems, and communications networks. Supporting facilities include site preparation, utilities, vehicle parking, access drives, curb and gutter, sidewalks, storm drainage, landscaping, and other site improvements. Includes demolition of old kennel adjacent to the site.
- All interested parties, with 236220 as an approved NAICS code, are requested to submit a capability package (does not need to be complex) that demonstrates the firm’s ability to complete projects of similar size and scope of project found in paragraph 4 above. Please limit submissions to no more than five (5) pages (excluding Market Survey). All responses under this Sources Sought Notice must be emailed to Contract Specialist, Mrs. Christina Oliver at christina.n.oliver@usace.army.mil and cc the Contracting Officer, Mr. David Lione at david.j.lione@usace.army.mil no later than 13 Feb 2025 at 3:00 pm Eastern Standard Time. Responses must include identification and verification of the company's business size status, a completed Market Survey Questionnaire, and a capability package, which is provided as an attachment to this announcement.
