Migrant Eval. Srvce Delivery Plan & Cmprhnsv Needs Assessmnt

Under the federal Migrant Education Program, Title I, Part C as amended by Every Student Succeeds Act (ESSA), state education agencies must complete a Comprehensive Needs Assessment (CNA), develop a plan for delivering and evaluating Migrant Education Program-funded services to migratory children, and then evaluate the implementation of the services and the results of the program. The process of program planning, implementation and evaluation constitutes a continuous improvement cycle. In this cycle, states identify the current needs and priorities of migrant students and families, select appropriate strategies to meet those needs, implement services that reflect such strategies, and assess the degree to which planned services have been successfully implemented and their success at meeting identified needs. The purpose of this Request for Proposal is to select a Contractor to annually evaluate the current Service Delivery Plan (SDP) (2025-2028) and its effectiveness in guiding the statewide implementation of the migrant education program under Title I, Part C. Then in the fall of 2027 based upon the results of the evaluations, conduct a brief Comprehensive Needs Assessment to update the Comprehensive Needs Assessment developed in 2024. The KY Migrant Education Program (KYMEP) is seeking a qualified Contractor to develop and successfully submit the following documents to meet the US Department of Education (USDOE requirements for the KY Title I, Part C Migrant programs: Expectations:         Once awarded, complete a detailed annual evaluation of the results of the first year of the SDP from 2025. This should be due to KDE by December 30, 2026.         Complete an evaluation of the implementation results of Year 2 of the SDP in a detailed evaluation which should be completed by December 30, 2027.         In the fall of 2027, conduct a brief Comprehensive Needs Assessment (CNA).         In the spring of 2028, update the Service Delivery Plan (SDP).         Finalize the SDP to be implemented for fall of 2028. This should be completed no later than May 1, 2028.         In the fall of 2029, complete the evaluation of year one of the new SDP by December 30, 2029.         In the fall of 2030, complete the evaluation of year two of the new SDP by December 30, 2030.
