and/or services as set forth in this Request for Proposals (RFP). Please read carefully the
instructions, specifications, and SFCC Standard Terms and Conditions, because failure to comply
therewith may result in an offer being classified as unresponsive, disqualified or negatively

Microgrid OM and PM Sevices
Santa Fe Community College invites qualified providers to submit a proposal for the proposed
scope of work for evaluation by SFCC and possible award if approved. For purposes of
identification and clarity within this RFP, the term "COLLEGE" shall refer to Santa Fe
Community College (SFCC), and the term "OFFEROR" shall refer to the RFP respondents.
Proposals must be submitted via email to john.apodaca1@sfcc.edu no later than the proposal
deadline date of July 13, 2026 @ 2:00PM MDT.
BACKGROUND INFORMATION:
Since 1983, Santa Fe Community SFCC has served as the gateway to success for individuals
and the community. SFCC provides affordable, high-quality educational programs that serve
the social, cultural, technological, and economic needs of Santa Fe's diverse community.
More than 15,000 students are served each year in its credit, noncredit and adult basic
education programs. Offering more than 100 degree and certificate programs, SFCC caters to
the academic, career and personal enrichment needs of local residents, businesses, government
and public service organizations. SFCC currently employs 380 full-time and more than 350
part-time workers.
SFCC's Mission and Goals: SFCC is a learning community. The mission of the college is to
"empower students and strengthen community". As a public institution, SFCC offers a wide
variety of educational programs and services to meet the needs of a diverse student population
and the community as a whole. SFCC contributes to the economic, technological and cultural
development of the region by providing quality academic, career and personal-enrichment
programs
SUBMISSION:
Proposals and all related documents shall be submitted via email to the RFP administrator
at john.apodaca1@sfcc.edu The subject line shall be labeled:
PROPOSAL SUBMITTAL - COMPANY NAME - SFCC RFP 09-26
All documents must be received prior to the deadline date and time. In addition, the offeror
shall contact the RFP Administrator by email or phone to confirm receipt of all submitted
documents prior to the deadline. Proposals that are not sent and labeled correctly, or that
cannot be accessed or opened, may not be considered.
CANCELLATION:
SFCC reserves the right to cancel without penalty, this RFP, the resultant contract/purchase
order, or any portion thereof for convenience, unsatisfactory performance, or unavailability of
funds.

AWARD:
SFCC reserves the right to make multiple awards to primary, secondary or more sources or to
otherwise split the award of the items, projects and/or sections of this proposal.
REQUIREMENTS: For the purposes of the requirements stated in this RFP "must" and "shall"
indicate that the requirement is mandatory, subject to provisions of this RFP; and "should",
"could" and "may" indicate that the requirement is discretionary.
NOTICE: The Offerors are put on notice that from the date of issue of the RFP through any award
notification and fully executed Agreement: Only the RFP Administrator or Chief Procurement
Officer is authorized by SFCC to amend or waive the requirements of the RFP pursuant to the
terms of this RFP.
A. Offerors should not contact any of the staff at SFCC, (except for the RFP
Administrator) regarding this RFP, unless instructed to in writing by the RFP
Administrator.
B. Under no circumstances shall the Offeror rely upon any information or
instructions from the RFP Administrator, SFCC employees or their agents unless
the information or instructions is provided in writing by the RFP Administrator
in the form of an addendum; and
C. SFCC, their employees, nor their agents shall be responsible for any information
or instructions provided to the Offeror, with the exception of information or
instructions provided in an addendum by the RFP Administrator.
OFFEROR TO REVIEW: The Offeror must carefully review this RFP and ensure that the
Offeror has no reason to believe that there are any uncertainties, inconsistencies, errors, omissions,
or ambiguities in any part of this RFP. Each Offeror is responsible for conducting its own
investigations and due diligence necessary for the preparation of its Proposal.
A. Offeror to Notify. If the Offeror discovers any uncertainty, inconsistency, error,
omission or ambiguity in this RFP, the Offeror must notify the RFP Administrator
in writing prior to submitting the Offeror's Proposal.
B. Offerors shall not Claim after submission of a Proposal that there was any
misunderstanding or that any of the conditions set out in the RFP were unclear;
or hold any staff of SFCC liable for any uncertainty, inconsistency, error,
omission, or ambiguity in any part of this RFP.

SECTION I. PROJECT OVERVIEW, SCOPE OF WORK, AND OTHER INFORMATION
Project Overview:
The SFCC microgrid controls the on-site generator, renewable resource (PV) and an energy
storage system for the campus.
The SFCC Microgrid Has Four Distinct Purposes:
1. Utility and operations cost savings
2. Resiliency from power interruptions and outages
3. Islanding from the utility grid
4. Student Education
Overview of Microgrid Functionality on the SFCC Campus: The SFCC microgrid project
includes changes to the campus grid, electrical infrastructure additions, a natural gas engine, and
a battery energy storage system (BESS). SFCC already has a 1.5 MW solar PV system, that has
been integrated as part of the microgrid. Prior to this integration, when power to SFCC was
interrupted, the solar PV system was disconnected from the campus for protection purposes, and
SFCC could not use it for backup power. One of the major benefits to SFCC of wrapping the PV
system into a microgrid is to leverage SFCC's existing investment in the array to provide
resilience.
SFCC microgrid is controlled by Siemens Microgrid Control (MGC) system. This software
control system is operated at utilities and microgrids throughout the world.
Features of how MGC controls the SFCC microgrid:
1. Islanding from the grid. The MGC monitors the utility meter at all times and
continuously monitors all the components of the microgrid.
2. MGC continuously monitors the campus electrical load and maintains a balance
between supply and load. MGC continuously determines how much power is needed
from the utility.
3. SFCC will be able to select from various modes of operation, to set priorities between
minimizing cost, greenhouse emissions, or priorities based on research.
1. Scope of Work
1.1. SFCC is seeking an Operations and Maintenance service program that includes
Operation & Maintenance, Preventive Maintenance (PM), Remote Monitoring Services,
and Engineering Support to address the overall Microgrid system for a term of 5 years
with the option to renew prior to the end of the term. These services shall include all of
the following Microgrid assets:
1.1.1. 1000 kW Battery Energy Storage System (BESS)
1.1.2. Microgrid Controller.
1.1.3. Electrical Balance of Plant (eBoP) including Switchgear
1.1.4. 1000 kW Natural Gas Generator

1.2. The Operation & Maintenance, Remote Monitoring Services, and Engineering Support
services would begin 1 year from the project closeout date and/or 1 year after warranty
period expires (System comes with 1 year Siemens warranty).
1.3. Preventive maintenance would begin after project closeout date to the first PM interval
required by the asset O&M manual to maintain warranty requirements.
Service Description - Vendor to Provide:
1.4. SICAM Microgrid Control (MGC) Service contract that includes:
1.4.1. In person upgrades for (IPC) and other devices after one year warranty expires.
1.4.2. MGC Software service for updates, patching, & firmware.
1.4.3. Hardware & LTE (Long Term Evolution), the wireless standard for fast mobile
broadband, support. Offeror shall be responsible to continue services through
LTE to monitor system. LTE access configuration must be reviewed and
approved by SFCC IT before going into production.
1.4.4. Windows workstation service shall include support and updates.
1.4.5. Access shall follow security best practices (i.e. MFA and security protocols).
1.4.6. SFCC IT to provide access to the MGC system and Windows workstation only.
1.4.7. Vendor is responsible for all MGC system and Windows workstation
functionality and maintenance.
1.4.8. Provide strong network isolation
1.4.9. Include secure remote access (e.g., MFA)
1.4.10. Connectivity shall be limited strictly to microgrid functions
1.4.11. All remote access shall be logged and time-bound
1.5. Remote Performance Monitoring to ensure system is operating correctly and efficiently
through ongoing alarm monitoring, root cause analysis, assessment, and system
performance. Including resource management to provide and deploy the operational
expertise necessary when system is not operating correctly to restore proper functioning
state. SFCC is responsible for all repairs or replacements not covered under warranty.
1.5.1. Dedicated service manager assigned to facilitate any Microgrid related needs.
Provide a single point of contact.
1.5.2. Asset management to track asset lifecycle through a digital asset register for
capital asset planning, compliance with warranty, and return merchandise
authorizations (RMA). Include documentation management for contract
information, plant maintenance activities, design, configuration and technical
details of the system.
1.5.3. Preventive Maintenance (PM) program for physical microgrid assets in
accordance with the manufacturer's recommendations to mitigate probability of

failure and maintain manufacturer's warranty. PM reports shall be submitted
upon completion of each service to include, but not limited to all inspections,
tests, oil, and filter changes. Fire protection systems inspections on microgrid
assets shall be conducted in accordance with NFPA regulations.
1.5.4. Parts & Warranty Support to administer the process of warranty issues and
spare parts management to ensure that spare parts are available for repair &
maintenance activities and minimize downtime.
1.5.5. Engineering & Technical Support on an as needed or emergency basis to assist
SFCC Facilities & Operations staff during a system failure.
1.5.6. A Service Level Agreement (SLA) shall be incorporated as part of the service
agreement to define the expected level of service, performance metrics
(uptime), responsibilities, and remedies or penalties if agreed-upon standards
are not met.

Request for Proposals Response Requirements:
1.11. Provide a statement of company's qualifications.
1.12. Provide a description and diagrams/graphics to identify scope of services.
1.12.1. List of Microgrid assets included.
1.12.2. Microgrid assets not included: Provide a list of exclusions and reason(s) for
exception(s). Provide recommended options for service.
1.12.3. Emergency Services
1.13. Provide a description of proposed service solutions for each asset.
1.13.1. On-site inspections (i.e. annual, semi-annual, quarterly)
1.13.2. Maintenance services (i.e. annual, semi-annual, quarterly)
1.13.3. Remote services (i.e. computerized maintenance management systems)
1.13.4. Thermographic studies of electrical equipment
1.14. Provide information about company's quality control and safety programs.
1.15. Provide information about company's data security strategies related to connectivity and
communication.
1.16. Provide information about the company's service team and describe their responsibilities
to provide the services and support requested in this solicitation and additional
recommendations for added value. Include resumes for each proposed team member
and experience, education, training specific to the skills necessary to implement
proposed services.

Clarification and Questions
1.19. Requests for Clarifications: Offerors may request clarification of this RFP by June 23,
2026 @ 2:00PM MDT:
1.19.1. Submitting all requests for clarification by email to the RFP Administrator
at john.apodaca1@sfcc.edu or as otherwise directed by the RFP
Administrator.
1.19.2. Including the Offeror's address, telephone number, facsimile number and
email address.
1.19.3. If the question pertains to a specific section of this RFP, reference should
be made to the specific section number and page; and
1.19.4. Submitting all requests for clarification no later than the date specified in
the RFP for submission of questions.
1.20. Questions and Answers. SFCC will provide Offerors with written responses in the form
of addenda to questions that are submitted in accordance with directives in this RFP. All
addenda issued are incorporated into this RFP by default. Questions and answers will be
distributed in numbered addenda. In answering the Offeror's questions, the RFP
Administrator will include in all addenda the questions asked but will not attribute the
questions to any Offeror. Notwithstanding the foregoing, the RFP Administrator may in
its sole discretion answer similar questions from various Offerors only once, edit the
questions for clarity, and elect not to respond to questions that are either inappropriate or
not comprehensible.
1.20.1. Issued Addenda. Each Offeror shall be responsible for verifying before
submitting a Proposal that all addenda that have been issued have been
received and considered. All addenda will be posted on SFCC bidding
website at https://www.sfcc.edu/rfps/. Instructions, clarifications or
amendments which affect this RFP may only be made by addendum.
1.20.2. Amendments to the RFP. SFCC shall have the right to amend or
supplement this RFP in writing prior to the Closing Date and time. No

other statement, whether written, oral or inferred, will amend this RFP.
The Offerors are responsible to ensure they received all addenda, if any.
The addenda shall be binding on each Offeror.
1.20.3. State of New Mexico Procurement Code. This RFP is issued under, and
all proposals submitted in response to this solicitation shall be subject to,
the State of New Mexico Procurement Code, Section 13-1-21 through 13-
1-199, NMSA 1978. New Mexico criminal law prohibits bribes, gratuities
and kickbacks. (13-1-191 NMSA 1978). All responses to this Request for
Proposals become the property of SFCC and will become public
information upon completion of SFCC contract negotiation and award
process.
1.20.4. Accuracy of RFP. To the best knowledge of SFCC, the information
provided in this RFP is accurate. Nonetheless, nothing in this RFP is
intended to relieve Offerors from undertaking their own investigations or
inquiries or performing other due diligence or forming their own opinions
and conclusions with respect to the matters addressed in this RFP. SFCC
does not represent or warrant that the information is comprehensive or
exhaustive and assume no responsibility for the completeness or accuracy
of the information. In particular, where information includes historical
data or information, SFCC makes no representation or warranty that such
data or information represents an accurate forecast of volumes and/or
needs.
1.20.5. Forms and Exhibits. The RFP Submission Forms and Exhibits and the
other documents requiring execution by the Offeror, shall be completed
and signed by a duly authorized signing representative of the Offeror and
included in the proposal. Proposals should be completed without
delineations, alterations, or erasures. Should there be any discrepancy
between the original and any of the copies, the original shall prevail.
1.21. Clarification of Offeror's Proposal
1.21.1. SFCC shall have the right at any time after Proposal submission, to seek
clarification from any Offeror in respect of such Offeror's Proposal,
without contacting other Offerors. SFCC is not obliged to seek
clarification of any aspect of a Proposal.
1.21.2. Any clarifications sought shall not be an opportunity to either correct
errors or to change the Offeror's Proposal in any substantive manner. In
the clarification process, no change in the substance of the Proposal shall
be offered or permitted. Subject to the qualification in this Section, any
written information received by SFCC from an Offeror in response to a
request for clarification from SFCC shall be considered part of the
Offeror's Proposal.
1.22. Verification of Information. SFCC shall have the right to:
1.22.1. Verify any Offeror statement or claim by whatever means SFCC deems
appropriate, including contacting persons in addition to those offered as
