Summary

The City of Norfolk (the “City”) is seeking a responsible vendor to provide passive electronic microchip implantation and identification system (chips and scanners) for the positive identification of companion animals according to the terms, conditions, and specifications of this solicitation.

All qualified bidders are invited to respond to this Invitation for Bids (“IFB”) by submitting a bid consistent with the terms, conditions, and specifications stated herein.



Background

The City operates a comprehensive animal services program as part of the General Services Department. The Animal Care and Adoption Center is dedicated to ensuring public safety and the protection of animals. The Center served approximately 4,600 domestic animals in 2025 and adopted over 1,500 animals into new homes. Dogs, cats, small mammals, and exotic animals comprise the majority of animals handled or impounded by the Center. The City is committed to improving its ability to positively identify animals’ owners in an effort to reunite lost animals with their homes.
