Project Description: Notice is hereby given that sealed proposals will be accepted online via the PennBid Program until Friday, January 10, 2025, 10:00 AM prevailing time for furnishing all labor, materials and equipment necessary for: MEUSER PARK PICKLEBALL & TENNIC COURTS, PHASE 2 - PARKING LOT IMPROVEMENTS.
This project involves the mill and overlay of an existing parking lot, and the construction of stormwater management improvements.

All bids received will be opened online through the PennBid Program on Friday, January 10, 2025 and referred to the Borough for award.
Questions may be submitted through the PennBid Program on or before 12:00 PM Monday, January 6, 2024. Responses will be provided to all registered plan holders through the PennBid Program.
The bids must be made on the online bid form and the bids must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Owner. All bids must be accompanied by a Surety's Consent. Said surety to be licensed to conduct business in the Commonwealth of Pennsylvania. The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor (“Public Works Contractors’ Bond Law of 1967,” P.L. 869, 8 P.S. § 191 et seq) & Material Payment Bond in an amount equal to one hundred percent (100%) of the contract price, and a Maintenance Bond in an amount equal to fifteen percent (15%) of the contract price, on bond forms acceptable to the Owner.
The Bidder's attention is called to the fact that the Davis Bacon Wage Act applies to this Contract, that the successful Bidder shall pay no less than the Wage Rates determined for the project area as set forth in the Contract Documents, the requirement to provide a 2-year maintenance bond, the E-Verify Public Works Employment Verification Act, and the MSE/WBE Utilization Report.
The successful bidder shall take affirmative action to ensure that applicants for employment and employees or agents are treated without discrimination based upon race, color, religion, ancestry, national origin, age, sex, or disability.
If the contract is awarded it will be to the lowest responsible bidder, however the Owner reserves the right to reject any and or all bids and to waive any informality in the bidding, as permitted by law. No bidder may withdraw a bid within ninety (90) days after the actual date of the opening thereof, except in accordance with the terms of PA Act 4 of 1974, latest revision.
