Description


Sealed bids for construction of 2025 Metter CDBG will be received until 07/07/26 at 2 PM at 700 Washington Street, Metter, Georgia 30439 at which time and place they will be publicly opened and read. Any bid received after said time and date will not be considered by the Owner. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days. There will be a pre-bid meeting at 10:00 AM on June 16th, 2026, at the City of Metter Public Works Department at 700 Washington Street, Metter, Georgia 30439. The work shall include: Drainage improvements including 1,940 LF of 48" ADS-HP storm piping and storm structures. Sewer improvements including replacing sewer mains with 1140 LF of 10" HDPE using pipe bursting, laterals, manhole, rehab, and misc. construction. Time allotted for completion of work is 120 calendar days. Contract Documents are on file at Parker Engineering, LLC. Copies may be obtained from Lindsey Bashlor, Parker Engineering, LLC., 36 Courtland Street, Suite B, Statesboro, Georgia 30458, Phone: (912) 764-7722, Email: lindsey@parker-engineering.com, upon payment of $150.00 for each full-size set (non-refundable). The Scope of Work as described herein is defined as ¿utility contracting¿ in accordance with O.C.G.A 43-14-2(17) so the Contractor performing the work must provide proof of a valid license by the State of Georgia as a ¿Utility Contractor¿ and must also employ a ¿Utility Manager¿. Bids shall be accompanied by a bid bond or certified cashier¿s check in an amount not less than 10% of the base bid. Funding is to be provided by the CDBG administered by DCA and Metter. All Bidders must comply with 41 CFR 60-4, regarding affirmative action, to ensure equal opportunity to females and minorities and will apply the timetables and goals set forth in 41 CFR 60-4, as applicable. This project is a Section 3 contract. Section 3 Businesses are encouraged to apply. This project is subject to the BABAA.

SECTION 00100
ADVERTISEMENT FOR BIDS
PART 1. GENERAL
1.1 SEALED BIDS
Sealed bids for construction of 2025 Metter CDBG will be received until July 7th, 2026
at 2:00 PM at the City of Metter Public Works Department at 700 Washington
Street, Metter, Georgia 30439 at which time and place they will be publicly opened
and read. Any bid received after said time and date will not be considered by the
Owner. No bid may be withdrawn after the closing time for the receipt of bids for a
period of sixty (60) days. There will be a pre-bid meeting at 10:00 AM on June 16th,
2026, at the City of Metter Public Works Department at 700 Washington Street,
Metter, Georgia 30439.
1.2 SCOPE OF WORK
The work shall consist of furnishing all products and equipment and performing all labor
necessary to perform the following:
Drainage improvements including, but not limited to, 1,940 LF 48" ADS-HP storm piping,
reconnecting existing storm piping, installing storm manhole (10'-12' depth), grate inlets,
hooded grate inlets, curb inlets, and roof inlet.
Sewer improvements including, but not limited to, replacing clay sewer mains with
approximately 1,140 LF of 10" HDPE using the pipe burst method, 4" PVC sewer lateral,
manhole rehabilitation, reconnect service, cleanouts, and point repairs.
The project also includes miscellaneous improvements including, but not limited to,
removing and replacing 6" concrete driveway, removing and replacing 4" concrete
sidewalk, remove and replace curb and gutter, remove and replace asphalt paving,
temporary and permanent grassing, grading complete, traffic control, and erosion control.
Time allotted for completion of work is one hundred twenty (120) calendar days. All
Work shall be completed in accordance with the plans and specifications.
1.3 PLANS, SPECIFICATIONS AND CONTRACT DOCUMENTS
Plans, Specifications, and Contract Documents are on file at Parker Engineering, LLC.

1.4 CONTRACTOR LICENSE
The Scope of Work as described herein is defined as "utility contracting" in accordance with
O.C.G.A 43-14-2(17) so the Contractor performing the work must provide proof of a valid

license by the State of Georgia as a "Utility Contractor" and must also employ a "Utility
Manager" certification holder who will have oversight of all the work. See Instruction to
Bidders for additional bidding requirements.
1.5 BONDS
Bids shall be accompanied by a bid bond or certified cashier's check in an amount not less
than 10% of the base bid. All bonds shall be by a surety company licensed in Georgia with
an "A" minimum rating of performance and a financial strength of at least five (5) times the
contract price as listed in the most current publication of "Best's Key Rating Guide Property
Liability". Performance and Payment Bonds, each in an amount equal to 100% of the
contract price shall be required of the successful bidder if contract is awarded. Each Bond
shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the
surety and certified to include the date of the bond.
1.6 FUNDING SOURCES
Funding is to be provided by the Community Development Block Grant Program which is
administered by the Georgia Department of Community Affairs. Funding is also provided by
the City of Metter. All Bidders must comply with 41 CFR 60-4, regarding affirmative action,
to ensure equal opportunity to females and minorities and will apply the timetables and
goals set forth in 41 CFR 60-4, as applicable to the area of the project. This project is a
Section 3 covered contract. Section 3 Business Concerns are encouraged to
apply.
1.7 BUILD AMERICA, BUY AMERICA BID REQUIREMENTS
This Project is funded with federal financial assistance and is subject to the
requirements of the Build America, Buy America Act (BABAA), as established under
the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58. In accordance with 2
CFR Part 184, 2 CFR 200.322, and the Office of Management and Budget (OMB)
Memorandum M-24-02, "Implementation Guidance on Application of Buy America
Preference in Federal Financial Assistance Programs for Infrastructure," the Contractor
shall ensure compliance with all applicable domestic content procurement requirements
for infrastructure projects.
1.8 RESERVATION OF RIGHTS
Owner reserves the right to reject any or all Bids and to waive informalities,
including without limitation, the rights to reject any or all nonconforming, non-
responsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if
Owner believes that it would not be in the best interest of the Project to make
an award to that Bidder, whether because the Bid is not responsive or the
Bidder is unqualified or of doubtful financial ability or fails to meet any other
pertinent standard or criteria established by the Owner.
