General Notice

The Laurens County Water and Sewer Commission (Owner) is requesting Bids for the construction of

the following Project:

Metric Road Waterline

CGRE220005

Bids for the construction of the Project will be received at the office of LCWSC located at 3850 HWY 221

S., Laurens, SC 29360 until Tuesday, April 9th, 2024 at 11:00 am local time. At that time the Bids

received will be publicly opened and read.

The Project includes the following Work:

Construction of approximately 29,500 LF of 16-inch DIP water transmission main.

Bids are requested for the following single prime Contract: Metric Road Waterline.

The Project has an expected duration of 340 days.

Obtaining the Bidding Documents

The Issuing Office for the Bidding Documents is:

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday

through Friday between the hours of 8:00 am and 5:00 pm local time, and may obtain copies of the

Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will

not be available from the Issuing Office.

Copies of the Bidding Documents may be obtained from the Issuing Office upon payment of $25 one-time

administrative fee for digital/file sharing access or $75 for a printed set. No refunds will be granted.

Checks for Bidding Documents shall be payable to “Goodwyn Mills Cawood”. Upon receipt of check as

indicated above, or electronic proof of check as submitted via email to becca.pick@gmcnetwork.com,

the Issuing Office will transmit the Bidding Documents via delivery service. The date that the Bidding

Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the

Bidding Documents. Bidder is solely responsible for verifying the most recent version of Bidding

Documents, including any addenda, have been downloaded if electronic access has been purchased.

Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor

Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any,

obtained from sources other than the Issuing Office.

A pre-bid conference for the Project will be held on Tuesday, March 19th, 2024 at 2:00 pm local time at

the Laurens County Water and Sewer Commission 3850 US HWY 221 S. Laurens, SC 29360. Attendance

at the pre-bid conference is encouraged but not required.

Instructions to Bidders.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award,

refer to the Instructions to Bidders that are included in the Bidding Documents.

Bid security shall be furnished in accordance with the Instructions to Bidders.

The U.S. Department of Commerce Economic Development Administration is providing partial funding for

this project (EDA Investment No. 04-79-07730).

Domestic Preference

This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the

Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver,

all iron, steel, manufactured products, and construction materials used in this project must be produced

in the United States.
