Summary

Pierce County is requesting Statements of Qualifications (SOQ) from qualified consultants to provide architectural design services for a new Community Center building located in Meridian Habitat Park that will serve as the primary Pierce County Parks Environmental Learning Center.

Background

Pierce County Parks is undertaking this project because the existing building is in declining condition. It was originally designed as a church and does not function well as a community center.

Numerous studies have been completed since Parks purchased the site in 2006. A 2018 study assessed the existing architectural, structural, mechanical, electrical & building envelope components. A study completed in 2019 followed recommendations from the 2018 Assessment and included numerous upgrades to building systems and included them in three scenarios –

(1) Remodel the existing building with minor changes to the interior. Construct a small addition and renovate the structure.

(2) Construct a larger addition to provide additional program and office space; revise the building entry; remodel the interior and renovate the structure.

(3) Remove the existing structure and replace with a new facility.

Another study, completed in 2021 updated costs for previous scenarios 1, 2 and 3 and developed a 4 th scenario. The 4th option addressed updated programming needs and reduced costs by meeting projected budget constraints.
