Center.

Pursuant to the General Statutes of North Carolina, Section 143-128 et. Seq, contractors
are invited to submit Sealed Single Prime Construction bids providing labor, material, and
equipment for entering into a Single Prime Contract. The scope of work includes but is not
limited to the following:
The scope of work associated with this project includes installation of handrails in the Memorial
Theater at the Martin Marietta Performing Arts Center. All work is to be performed in
accordance with current North Carolina code.
Cost Specifications
Total cost of this project will be included within the bid package along with an itemized
cost. All labor, materials, equipment and permitting fees in relation to the purpose of this
project are to be included. Bid proposals shall be for a single lump sum.
Coating: All handrails will be 3 stage powders coated to a flat black finish (Stage 1: Surface
preparation and cleaning, Stage 2: Powder Application, Stage 3: Curing and Cooling)
Materials:
Handrails shall be constructed using 1¼” Schedule 40 steel pipe. All railing bases must be
securely installed into core-drilled concrete holes approximately 2” in diameter, using a set
epoxy for anchoring. The depth of the core drill should be sufficient to ensure the final
installed height of the handrail is approximately 40 inches. The final height may vary slightly
based on field measurements submitted with the bid; however, all handrails must be within
½ inch of the standard 40-inch height.
Refer to Example 1 for a visual representation of the proposed railing design.
All corners and edges will be rounded.

Escutcheon shall be metal, approximately 3” in diameter and 3 stage powder coated to
match handrails finish. Escutcheon will be installed at the base of the railings. Final color
shall be approved by owner (RCPAC).
Existing carpet shall be cut to approximately 2 inches or to match the outside diameter of
the installed railings, using a template provided by the contractor. All cut edges of the carpet
must be cleanly cut and smoothly finished.
Contractor shall be responsible for removal from the premises all waste, debris and
dust. Water and dust from core drilling to be mitigated by the contractor.
Safety
The Contractor’s firm and all of the Contractor’s employees who may provide service
under this scope of work must be licensed and certified to use the equipment they are
working with. On request, the Contractor will provide copies of all certificates to the
Facility’s Maintenance Superintendent.
Contractor is responsible for and will provide Safety Data Sheets (SDS) for all chemicals
used to Maintenance Superintendent or designated representative for Martin Marietta
Performing Arts Center. No chemicals or equipment will be stored on the premises.
Additional Information.
In addition to the preceding Scope of Services, the Contractor and the contractor’s
employees will adhere to the business practices listed as additional information.
The facility’s maintenance manager can and will identify unsatisfactory workmanship on
the day of the service and have the contractor correct the discrepancy at the Contractors
expense and at no cost to the City. The Contractor will check-out with the facility’s
maintenance manager to ensure all work is performed satisfactorily before the Contractor
leaves the site. The City waives this requirement, if given the opportunity, the City does
not respond to inspect the work.
Contracted services will not interfere with exhibitions or performances. The contractor will
submit a proposed service schedule 30 days in advance of any work to Maintenance
Superintendent or designated representative for Martin Marietta Performing Arts Center.
That schedule will be reviewed by all the stake holders to deconflict scheduling. The
approved schedule will be locked in and published two weeks prior to the execution of any
work. Contractor will begin installation of handrails no earlier than June 1, 2026, with all
work completed by September 1, 2026.
The City reserves the right to remove any Contractor or the Contractors staff without
cause.
Subcontractors will be considered employees and representatives of the Contractor. As
such, sub-contractors shall abide by all requirements and restrictions included here-in.
Administration
Services outside the scope of work must have a written estimate and prior approval by the
facility’s Maintenance superintendent.

The Contractor will coordinate all services with the Facility’s Maintenance Team. This
includes but is not limited to checking in and checking out for each visit.
Technicians will be readily recognizable by wearing the Contractor’s business name
and/or logo prominently on their outer layer of clothes.
All permit request will be submitted to the City of Raleigh within 14 days of execution of
contract.
