Overview

Summary

The City of Caldwell is seeking qualified and licensed tree-care contractors to provide professional tree-pruning services under the scope of a FY2026 Idaho Department of Lands Grant (Grant) award. The purpose of this Request for Proposals (RFP) is to identify a vendor with technical expertise, operational capacity, and demonstrated experience necessary to perform targeted pruning of trees, hazard mitigation, and canopy health improvements within the Caldwell Memorial Park. Work performed under this RFP must comply with all applicable arboriculture standards, including ANSI A300 and Z133, as well as all requirements established by the funding grant.

This project is being undertaken to enhance public safety, improve long-term tree health, and support community resilience through responsible vegetation management. The selected contractor will be expected to coordinate closely with the City of Caldwell, meet all grant reporting and documentation obligations, and complete the scope of work within the grant-mandated timeline.

Contractor is subject to the OMB guidelines in subparts A through F of 2 CFR Part 200 as adopted and supplemented by the USDA in 2 CFR Part 400. Adoption by USDA of the OMB guidance in 2 CFR 400 gives regulatory effect to the OMB guidance in 2 CFR 200, where full text may be found.

Idaho Code Title 54, Chapter 19 Public Works Contractors – Contractors must have a Public Works License appropriate for the value of the contract for any work on public lands.
