Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to solicit from a single source with Forum of European National Highway Research Laboratories (FEHRL) to allow the Federal Highway Administration (FHWA) to become an Associate. FHWA now owes associate membership dues to FEHRL.
Formed in 1989, FEHRL is a registered International Association based in Brussels, and was formed for and by the national highway research centers nominated by the national road administrations. It provides a coordinated structure for the interests of twenty-nine national research and technical centers from Europe and with associated institutes in the U.S. (FHWA) and Israel.
FHWA became an Associate of FEHRL in 2009. Being an associate of FEHRL, FHWA will participate fully in agenda setting and play a full role in defining strategies and detailing priorities through General Assembly, Research Coordinators, and other bodies.
FEHRL is the only association that represents highway research laboratories. Participating as an Associate of FEHRL improves the ability and efficiency to coordinate and collaborate on international road research. The development of collaboration platforms are critical for FHWA to gain research and technology from countries that face the same challenges as the United States highway transportation network and to introduce U.S. highway innovations among FEHRL member countries.
The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm’s capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
