NOTICE TO BIDDERS

CITY OF FORT SMITH POLICE DEPARTMENT

MECHANICAL ROOM UPGRADES

Sealed proposals for the City of Fort Smith POLICE DEPARTMENT MECHANICAL ROOM

UPGRADES will be received by the City of Fort Smith Police Department until 10:00 a.m., December 8,

2023, at the Police Department Community Room, 100 S 10th St, Fort Smith, Arkansas, at which time they

will be publicly read aloud. Any bids received after the stated time will be returned unopened. Bids may be

mailed to the City of Fort Smith, Attention: Alie Bahsoon, Purchasing Manager, City of Fort Smith, PO

Box 1908, Fort Smith, Arkansas, 72902 or may be hand delivered to 623 Garrison Avenue, Suite 101, Fort

Smith, Arkansas, 72901. Bids will be based on a single lump sum and will incorporate all required work.

The project consists of the replacement of the cooling tower, renovations to the water source heat pump

plant, and the replacement of the domestic water heater system.

The bid documents may be examined after November 15, 2023, at the following locations:

HSA Engineering, 7405 Ellis St., Fort Smith, AR 72916.

Fort Smith Blueprint Inc., 2001 Rogers Ave. Suite B, Fort Smith, AR 72901

General Contractors may procure copies of the plans and specifications after November 15, 2023, from Fort

Smith Blueprint, 2001 Rogers Ave., Fort Smith, Arkansas, 72901 upon assurance by them of intention to

submit a bonafide proposal on the project and by depositing a check in the amount of $50.00 per set payable

to HSA Engineering. Contractors will be limited to two (2) sets each. Plans and specifications will be

provided to prime bidders only. No partial sets will be issued. The deposit on plans and specifications will

be refunded to each Contractor who submits a proposal and returns the plans and specifications in good

condition within 10 days after opening of bids, and any non-bidder will be refunded $25.00 per set.

There will be a mandatory pre-bid meeting on November 20, 2023 at 10:00 am local time, at the Police

Department Community Room at 100 S 10th Street, Fort Smith, AR 72901.

Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be

withdrawn for a period of 60 days after opening of bids. The Owner reserves the right to reject any and all

bids and to waive informalities and irregularities.

All Bidders must be licensed in the State of Arkansas under the laws governing their respective trades and

be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and

Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful

Bidder.
