Mechanical/Electrical Design Services - FY25B - RFP

The City of Norfolk (the “City”) Department of Public Works is seeking proposals from qualified professional engineering firms to provide services on an as-required basis. The City intends to enter into an annual, renewable agreement with the firm selected to provide these services. Other related government organizations or agencies may be allowed to issue Work Orders under this Contract, as permitted by the City. The City will provide a scope of services for each specific request for mechanical/electrical services required under the Agreement. A request for services may include, but not necessarily be limited to, the following:

• Plan and design mechanical and/or electrical systems, additions, renovations, and alterations to City buildings or facilities.
• Conduct mechanical/electrical inspections and/or evaluations and prepare reports.
• Provide mechanical/electrical design for projects which may include scope studies, cost studies, and design of projects for mechanical and/or electrical improvements to various City buildings or facilities.
• Perform mechanical/electrical design services, including preparation of required plans and specifications. Provide incidental architectural, structural, and civil engineering as required by specific projects.
• Provide commissioning services based on ASHRAE and LEED guidelines.
• Provide construction administration services which may include bid review, shop drawing review, issuing change orders, and holding on-site meetings with the contractor.
• Make periodic visits to the site to review progress of the work and make final and warranty inspections.
• Provide Ad-hoc professional services as directed by the Director of Public Works related to mechanical and/or electrical design.
