Description:
INTRODUCTION
The Bay County Board of County Commissioners (County) seeks bids from qualified contractors to provide all necessary labor, supervision, equipment, engineering and supplies to provide permanent interior and exterior repairs to the County facility located at 225 McKenzie Avenue, Panama City, FL 32401.

The project may be reimbursed by the Federal Emergency Management Agency (FEMA) as part of Disaster Recovery from Hurricane Michael FEMA Project No. DR-4399. It is imperative that Respondents examine and become familiar with the Public Assistance Program established by the Federal Emergency Management Agency (FEMA). Funding for the project may be made possible through this grant and is contingent on strict conformance to the guidelines set forth by Florida Department of Emergency Management (FDEM) and FEMA. Respondents will comply with the Federal Regulations Contract Requirements shown at Exhibit 4. A third party consultant may be utilized to provide Construction Engineering and Inspection Services to ensure compliance with Federal Requirements.

BID DEADLINE/DELIVERY
SEALED BIDS for ITB NO: 20-39 225 McKenzie Avenue Post Storm Building Repairs will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department 840 W. 11th Street, Suite 2500, Panama City, FL 32401 up until 2:00 pm (CDT) Wednesday, April 29, 2020. Bids will be publicly opened immediately following the deadline. Each bid shall be valid to Bay County for a period of ninety (90) days after the bid opening.

Bids shall be delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11th Street, Suite 2500, Panama City, Florida 32401, no later than the bid deadline. Bidders should submit one (1) original labeled “Original” of the bid package. Bids shall be enclosed in a sealed envelope bearing the title of the work, the name of the bidder and the date for opening. It is the sole responsibility of the bidder to ensure that the bid is received on time. The County will check the bids and notify the selected bidder at the earliest opportunity. Each bid shall be valid to Bay County for a period of ninety (90) days after the bid opening.

POINT OF CONTACT
The County Purchasing Department will be the only point of contact for this ITB. Under no circumstances may a bidder contact any County Commissioner, County Administrator, or County employee concerning this ITB until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.

QUESTIONS
Bidders shall submit all questions, in writing, to the Purchasing Department at Purchasing@baycountyfl.gov or FAX to (850) 248-8276. All questions shall be submitted no later than 5:00 pm (CST) on 5:00 pm (CDT) on Friday, April 17, 2020.

Plan Holders List:
By registering, you will be placed on the plan-holders list for the solicitation. This list is used for communications from the County to prospective respondents.
Qualifications:
Contractors shall be Florida licensed General Contractor or Building Contractor. Sub-Contractors shall be Florida licensed in their trade.

Bids may be deemed nonresponsive if not accompanied by proof of State of Florida General Contractor’s or Building Contractor’s License.
