McCoy Tank Rehabilitation Project: Coating and Welding Inspection Services RFP

The Las Virgenes Municipal Water District is seeking Proposals for McCoy Tank Rehabilitation Project: Coating and Welding Inspection Services RFP . Proposals are to be submitted through the Procurement Portal at https://procurement.opengov.com/portal/lvmwd , no later than 3:00 pm on Wednesday, November 12, 2025 .

The project generally consists of rehabilitation of a 2.0MG potable water tank in Calabasas, CA including interior and exterior coating replacement, installation of new tank mixer, solar panels, and ladder; and temporary storage requirements. Steel repairs include an estimated 500 SF of roof patch plate repair, 4,000 SF of pinhole spot repair, and 800 LF of rafter plate repair. Additionally, there are alternative bid items for full replacement of the rafters or roof, to be awarded/determined once interior inspection can be completed. As part of this effort, professional inspection services are required to oversee and verify the quality of all welding and coating activities performed during the rehabilitation process. These inspection services are critical to ensuring that all work meets the welding and coating requirements outlined within the Plan Set and in project specification sections 01 40 10 – Inspection, 09 97 13.13 – Total Removal and Replacement of Interior Reservoir Coatings, and 09 97 13.23 – Total Removal and Replacement of Exterior Reservoir Coatings. The scope of inspection will focus on confirming proper execution of welding and coating work, adherence to surface preparation and application requirements, and the overall integrity of repairs to ensure the tank remains suitable for potable water use.
