Description: The City of McAllen is soliciting Statement of Qualifications to develop a citywide Intelligent Transportation System (ITS) Master Plan that defines City’s vision to enhance mobility for all modes of transportation; identifies appropriate technology that may be leveraged to achieve City’s goals and objectives; and develop a long-term Plan to implement projects that integrate City’s existing system with TxDOT’s regional Transportation Systems Management and Operations (TSMO) Plan.

Deadline : Electronic Statement of Qualifications (SOQ) addressed to Mr. Isaac J. Tawil, City Manager, will be received until Tuesday, May 26, 2026 at 3:00 p.m. Central Daylight Time (CDT). Statements of Qualifications are only to be submitted electronically through the City of McAllen’s bidding portal: https://mcallen.procureware.com , on or before the aforementioned date and time.  Original, hard copy and/or late submittals shall not be accepted.

Potential Respondents are asked to post their questions on our bidding portal under the tab labeled “Clarifications” under the applicable project number.

The City of McAllen reserves the right to refuse and reject any or all responses and to waive any or all formalities or technicalities, and to accept the proposal considered the best and most advantageous to the City, and to hold the responses for a period of one-hundred twenty ( 120 ) days without taking action.
