Description: The City of McAllen is soliciting Statement of Qualifications for a citywide Active Transportation Plan (ATP) to enhance mobility and safety for pedestrians, bicyclists and other non-motorized users. The ATP will identify infrastructure improvements, policies, and implementation strategies aimed at creating a safer and more connected transportation network across the City. The Plan will guide investments in multimodal infrastructure, provide connectivity between different transportation modes, prioritize Vision Zero initiatives and improve livability, health and access.

Deadline: Electronic Statement of Qualifications (SOQ) addressed to Mr. Isaac J. Tawil, City Manager, will be received until Tuesday, May 26, 2026 at 4:00 P.M. Central Daylight Time (CDT) . Statements of Qualifications are only to be submitted electronically through the City of McAllen’s bidding portal: https://mcallen.procureware.com , on or before the aforementioned date and time.  Original, hard copy and/or late submittals shall not be accepted.

Once registered, you will also be added to the solicitation distribution list for changes and/or additions via Addenda form.

Potential Respondents are asked to post their questions on our bidding portal under the tab labeled “Clarifications” under the applicable project number.

The City of McAllen reserves the right to refuse and reject any or all responses and to waive any or all formalities or technicalities, and to accept the proposal considered the best and most advantageous to the City, and to hold the responses for a period of one-hundred twenty (120) days without taking action.
