Montgomery County Public Schools (MCPS) is seeking proposals on behalf of Montgomery County Agencies
(MCS's) from qualified organizations to provide administration of the Group Medicare Advantage (medical
only; no Part D) programs for each Agency's Medicare Retiree eligible participants effective January 1, 2027.
Vendors who intend to respond shall notify Angela McIntosh-Davis via e-mail, Angela_S_McIntosh-
Davis@mcpsmd.org by March 16, 2026. Bidders will not receive experience data, or census files, until an intent
to bid is provided and MCPS has confirmed that you meet the qualifications. Questions are due via e-mail by
4:00pm, March 20, 2026. The Department of Procurement will send responses to vendor questions via e-mail March
27, 2026.
Technical Proposals must be received by April 7, 2026 and Financial Proposals must be received by April 17, 2026.
Proposals received after this date and time will not be considered. Proposals must be delivered in a sealed opaque
envelope with the RFP number, opening date and opening time indicated in the lower left corner of the envelope.
Proposals must be marked on cover pages of each with "ORIGINAL" and "COPY". Proposals are to be delivered to
Montgomery County Public Schools, (MCPS), Department of Procurement, 45 W. Gude Drive, Suite 3100, Rockville,
