INTRODUCTION SCOPE OF WORK

The Bay County Board of County Commissioners (County) requests Proposals from financially secure firms or individuals with extensive experience in gift shop and bait and tackle shop retail operations in Florida, to lease and operate the Bait and Tackle Shop. Services will also, through a license, provide goods or services for beach or water recreational activities at the County’s M.B. Miller Pier and Rick Seltzer Park. PROPOSAL DEADLINE/DELIVERY

ELECTRONIC OR SEALED PROPOSALS for RFP NO: 25-33 MB Miller Pier Bait & Tackle Shop and Rick Seltzer Park Lease/Operation and Beach Services License will be received by the BOARD OF County COMMISSIONERS OF BAY County, FLORIDA at the Purchasing Department, 840 West 11th Street, Suite 2500, Panama City, Florida 32401 up until 2:00 PM (CDT) Tuesday, July 22, 2025. Proposals will be publicly opened immediately following the deadline. It is the sole responsibility of the Respondent to ensure that the Proposal is received on time.

Each Proposal shall be delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11th Street, Suite 2500, Panama City, Florida 32401, no later than the Proposal deadline.

Proposals for this solicitation may be submitted either electronically via OpenGov or by paper, sealed and delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11th Street, Suite 2500, Panama City, Florida 32401.

For those projects with separate plans, blueprints, or other materials that cannot be accessed through the internet, the Purchasing Department will make a good faith effort to ensure that all registered bidders (those who have been registered as receiving a bid package) receive the documents.

The Purchasing Department will be the only point of contact for this RFP. Under no circumstances may a respondent contact any County Commissioner, County Administrator, or County employee concerning this RFP until after award. Any such contact may result in disqualification.
